EMERGENCY FLOOD NEWS (EXTREMELY LARGE FLOOD) ON RIVERS IN HUE CITY AND DA NANG CITY

Resolutely respond to heavy rains, floods, flash floods, landslides

Previously, Deputy Prime Minister Tran Hong Ha signed Official Dispatch No. 203/CD-TTg dated October 27, 2025 of the Prime Minister directing to focus on emergency response and overcoming the consequences of heavy rains and floods in the Central region.

Accordingly, in order to proactively prevent, avoid, respond, ensure the safety of people's lives, reduce damage to people and property, the Prime Minister requests the Chairmen of the People's Committees of the provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai and the Ministries: National Defense, Public Security, Agriculture and Rural Development, Construction, Industry and Trade and relevant ministries and branches to focus on directing resolutely and effectively the work of preventing, avoiding, and responding to heavy rains, floods, flash floods, landslides according to the direction in Official Dispatch No. 202/CD-TTg dated October 22 of the Prime Minister, focusing on the following specific tasks:

1. The Chairmen of the People's Committees of the provinces and cities of Quang Tri, Hue, Da Nang, and Quang Ngai continue to direct:

a) Organize close monitoring, complete updates, and timely information on the situation and forecast of floods and rains so that people can proactively respond, not allowing people to be unaware of information about natural disasters; strengthen dissemination and guidance on response skills for each natural disaster situation, especially landslides, flash floods, and inundations.

b) Review and detect areas at risk of flash floods, landslides, and deep flooding to promptly warn people and proactively evacuate people to safety.

Deploy forces and means to control, guide, and support traffic, and arrange rescue forces, especially in areas at risk of being cut off or isolated due to landslides and floods, to be ready to respond when bad situations occur.

c) Deploy dike and dam protection work according to the alarm level; closely monitor and proactively coordinate with the competent agencies of the Ministry of Agriculture and Environment and the Ministry of Industry and Trade to direct the operation of irrigation and hydroelectric dams in the area to ensure scientific and safe operation of the works and contribute to flood reduction and flood control for downstream areas.

d) Based on the specific situation in the locality, decide to let students stay home from school and implement measures to ensure people's safety.

d) Focus on directing, promptly organizing visits and encouragement; timely support with food, drinking water, medicine and essential necessities for people in damaged areas. Absolutely ensure that people do not go hungry, cold, lack clean water, or do not receive medical support when sick.

e) Immediately after the flood recedes, it is necessary to urgently mobilize forces to carry out environmental sanitation, disinfection, and disease prevention and control.

At the same time, support people to repair their houses, quickly restore production (especially agricultural production), and soon stabilize their lives.

Top priority must be given to ensuring safety conditions for students returning to school and providing health care and medical treatment for the people.

g) Direct the organization to review, compile statistics, and specifically assess damage caused by floods; synthesize, report, and propose support solutions (in cases beyond the capacity of the locality).

Proactively and urgently coordinate with relevant ministries and branches to review and carefully assess the impact of socio-economic infrastructure works on flood drainage capacity in the area to have timely and appropriate solutions and adjustments.

2. Minister of Agriculture and Environment

a) Directing hydrometeorological forecasting agencies to closely monitor and refer to international forecast information to forecast and provide the earliest, most complete and accurate information on the developments and impacts of floods, flash flood and landslide risks so that authorities and people know and proactively deploy appropriate, timely and effective response measures.

b) Proactively direct the work of ensuring safety for fishing vessels at sea and along the coast, protecting dikes, irrigation dams, and agricultural production; coordinate with the industry and trade sector and localities to direct the safe and effective operation of the inter-reservoir system, absolutely not allowing unsafe dams and reservoirs to occur.

c) Closely monitor the situation, direct and urge sectors and localities to deploy response work appropriate to the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.

3. The Minister of Construction directs the immediate implementation of response solutions, protection of works and traffic infrastructure; ensuring traffic safety, construction activities, especially safety for people and vehicles at construction sites of expressways during the period affected by floods; concentrating maximum forces, vehicles and materials to promptly overcome and repair landslides and damaged areas, ensuring smooth and safe traffic in the shortest time, especially on main traffic axes and arterial routes.

4. The Minister of Industry and Trade directs the assurance of safety of hydroelectric dams, power systems and industrial production, and limits damage caused by floods.

5. The Ministries of National Defense and Public Security proactively direct units located in the area to review plans, arrange forces and means to be ready to support localities in implementing evacuation and relocation of residents, responding to floods and storms, and conducting search and rescue when requested.

6. The Ministries of Education and Training, Health, Science and Technology, Culture, Sports and Tourism, according to their functions, tasks and authority, proactively coordinate with localities to direct competent agencies to deploy flood prevention, response and mitigation work, limiting damage to the sectors and fields under their management.

7. The Office of the National Civil Defense Steering Committee closely monitors the situation and is ready to coordinate and mobilize forces and means to support localities in responding to floods and storms according to assigned functions and tasks.

8. Vietnam Television, Voice of Vietnam, and Vietnam News Agency promptly inform about natural disaster situations and response instructions from competent authorities, and increase dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.

9. The Government Office monitors and urges ministries and localities to seriously implement this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.

In addition, agencies and units must inspect and promptly move units out of areas at high risk of landslides and unsafety; inspect and review plans and response options for key areas of natural disasters, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooding, and isolation; proactively help authorities and people evacuate households in dangerous areas to safe places; ensure the safety of key works, unfinished works, industrial parks, urban areas, residential areas and production activities, low-lying areas to prevent unfortunate human losses, and ensure the safety of forces performing tasks.

The Ministry of National Defense requests the General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, to strengthen direction, urge, and inspect subordinate units to do a good job of responding to and overcoming consequences of rain, floods, flash floods, landslides; ensure safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve natural disaster response work; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond to and overcome consequences.

The Ministry of National Defense assigned Military Region 4 and Military Region 5 to coordinate with local Party committees and authorities to organize delegations to inspect, urge, and direct the implementation of response work to floods, inundation, flash floods, landslides in provinces and cities; proactively organize forces and means to join localities in overcoming the consequences of floods in the area; organize to reserve forces, means, food, and communications at key points at risk of being isolated to promptly and effectively handle situations without being passive or surprised.

The Vietnam Navy and Coast Guard directed their subordinate agencies and units to deploy safety measures; and prepare forces and means for search and rescue when requested by localities.

The Air Defense - Air Force and the 18th Army Corps are ready with forces and means to conduct search and rescue flights; transport food, provisions, and necessities to isolated areas upon order from the Ministry.

The 34th Corps, the Artillery - Missile Command and the military branches and corps review and supplement plans and options suitable to the actual situation, coordinate with local authorities where they are stationed and where they carry out missions, and prepare forces and means to participate in rescue when requested by the locality.

The Ministry of National Defense noted that the Information and Communications Corps and the Military Industry-Telecoms Group coordinate with relevant agencies and units to ensure information, communication, transmission lines and necessary conditions to serve the Government, the Prime Minister and the Ministry of National Defense in directing and operating civil defense.

The units shall implement and report to the Ministry of National Defense (through the Ministry's Command Headquarters and the Department of Rescue and Relief, General Staff) for the Ministry to monitor and direct.

The General Staff requested agencies and units to proactively respond to exceptionally large floods on rivers in Hue and emergency floods on rivers in Da Nang.

Pursuant to Official Dispatch No. 21/CD-BCĐ-BNNMT dated October 27, 2025 of the National Civil Defense Steering Committee on proactively responding to exceptionally large floods on rivers in Hue city and emergency floods on rivers in Da Nang city; to proactively respond to exceptionally large floods to ensure safety of life and limit damage to people and property, the General Staff requests agencies and units to implement the following contents:

1. Continue to thoroughly grasp and strictly implement the Prime Minister's and General Staff's dispatches on focusing on responding to heavy rain, the risk of flash floods, localized flooding, and landslides, and avoid being caught off guard.

2. Maintain strict on-call duty at all levels, grasp weather, meteorological and hydrological situations; continue to review response plans and solutions, promptly and effectively handle incidents and natural disasters. Mobilize forces and means to participate in rescue when required. Ensure the safety of people and means for forces on duty.

3. Commands of Military Regions 4 and 5: Direct subordinate units and Military Commands of provinces and cities according to their functions and tasks to advise local authorities to direct departments, branches, sectors, and forces stationed in the area to inspect key areas with floods, flash floods, landslides, urgently mobilize forces, means, food, and communications in areas at risk of being cut off and isolated due to landslides and floods, promptly respond and overcome the consequences of natural disasters; propagate, guide, and advise people to limit travel and activities during floods; control people and vehicles traveling on roads at risk of being unsafe during floods; arrange forces to support traffic through culverts and deeply flooded roads.

4. The Air Defense - Air Force, Corps 18 is ready with forces and aircraft to search and rescue, transport goods and necessities when requested by the Ministry.

5. Signal Corps, Military Industry - Telecommunications Group: Ensure uninterrupted communication to serve the direction and operation of disaster response work, especially in isolated areas.

6. The Army Corps, Service Branches, and Army Corps direct their subordinate units to mobilize forces and means to help localities where they are stationed overcome the consequences of natural disasters when requested.

7. Request the General Department of Politics to direct the Army Radio and Television Center, the People's Army Newspaper and units to do a good job of propagating and reporting on the activities of the army to help people overcome the consequences of floods and search and rescue; promptly commend and reward groups and individuals with outstanding achievements in responding to and overcoming the consequences of natural disasters.

The units shall implement and report to the General Staff (through the Ministry's Command and the Department of Rescue and Search and Rescue first) for the Ministry to monitor and direct.

1. Strictly implement the directives of the Prime Minister, the National Steering Committee for Civil Defense, and the Ministry of Public Security on responding to heavy rains, floods, flash floods, and landslides, focusing on: Official Dispatch No. 202/CD-TTg dated October 22, 2025 of the Prime Minister; Official Dispatch No. 29/CD-BCA-V01 dated October 20, 2025 of the Ministry of Public Security.

Closely monitor the developments of rain, floods, and inundation, especially exceptionally large floods on rivers in Hue city and emergency floods on rivers in Da Nang city to proactively and immediately deploy appropriate response measures and plans in all situations, avoiding being passive or surprised.

2. Police units and localities do a good job of preventing and fighting natural disasters:

(1) Absolutely ensure the safety of life, health and property of the people, forces performing the tasks of natural disaster prevention and control, search and rescue, and the safety of headquarters, detention facilities, documents and working equipment of the People's Public Security force;

(2) Assign specific tasks and assign responsibilities to each leader and officer in charge of the area, ensuring clear people, clear work, clear responsibilities, and not leaving areas vacant in the implementation work.

3. Advise local Party committees and authorities and coordinate with forces to immediately deploy measures to respond to rain and floods:

(1) Urgently evacuate people in dangerous areas to safety;

(2) Deploy response plans to prolonged heavy rains and floods causing inundation, separation, and isolation according to the "4 on-site" motto;

(3) Ensure the safety of dikes, dams, hydroelectric power plants, and works with key and important projects related to national security and people's safety when releasing floods to downstream areas;

(4) Support food, drinking water, medicine and other essential necessities for people in damaged areas.

4. Arrangement of forces and means:

(1) Guide, direct traffic, ensure traffic safety, strictly control people and vehicles through culverts, spillways, deep flooded areas, fast-flowing water, landslide areas, and heavy rain;

(2) Organize rescue, relief and support to overcome the consequences of natural disasters. Timely detect and strictly handle acts of taking advantage of natural disasters to violate the law, post inaccurate information on cyberspace, affecting the work of preventing and fighting natural disasters.

5. The functional units of the Ministry (Mobile Police Command, Fire Prevention, Fire Fighting and Rescue Police Department, Traffic Police Department, Police Department for Management of Prisons, Compulsory Education Facilities, Reformatories, Planning and Finance Department, Construction and Barracks Management Department, Equipment and Logistics Department, Health Department) proactively ensure logistics - technology and equipment, rescue vehicles to provide timely support; Mobifone Telecommunications Corporation, Telecommunications and Cryptography Department ensure safety of signal information and communication of the People's Public Security; The People's Public Security Communications Department closely coordinates with the Public Security of units, localities, central and local media agencies to organize routes, articles, news, and activities of the People's Public Security force in preventing and fighting natural disasters, rescuing and supporting the People.

6. Strictly organize the on-duty regime, ensure 24/7 communication; promptly report to the PTDS/BCA Command Board according to regulations (through the Ministry Office, Phone: 0931706789 or 0979087633) for synthesis and reporting.

Proactively respond to especially large floods and emergency floods

Previously, the Head of the National Civil Defense Steering Committee issued Official Dispatch No. 21/CD-BCĐ-BNNMT dated October 27, 2025 on proactively responding to exceptionally large floods on rivers in Hue city and emergency floods on rivers in Da Nang city.

The telegram stated: Currently, floods on the Huong River (Hue City) and Vu Gia-Thu Bon River (Da Nang City) are rising above alert level 3.

It is forecasted that on the afternoon of October 27, floods on rivers in Hue city will continue to rise rapidly, at Phu Oc station it is likely to rise above the historical level by 0.05 - 0.1m (5.24m in 2020); at Kim Long station it will rise above level BĐ3 by 1.10m; on Vu Gia river at Ai Nghia station it will continue to rise and be above level BĐ3; There is a high risk of deep flooding in low-lying areas along rivers and flash floods and landslides in mountainous areas.

To proactively respond to exceptionally large floods and emergency floods, the National Civil Defense Steering Committee recommends that ministries, branches and People's Committees of Hue and Da Nang cities:

Closely monitor developments of especially heavy rains and floods and emergency floods; promptly inform authorities at all levels and people to proactively prevent and avoid them.

Urgently organize the evacuation of people in low-lying areas, riverside areas at high risk of flooding, and areas at high risk of landslides to safety.

Be on duty seriously and regularly report to the National Civil Defense Steering Committee (through the Department of Dike Management and Disaster Prevention - Ministry of Agriculture and Environment).

Chairman of Da Nang City People's Committee directed to focus on responding to and overcoming consequences caused by floods, landslides

On October 27, the People's Committee of Da Nang City issued Official Dispatch No. 3261/UBND-PTDS on focusing on responding to and overcoming consequences caused by floods and landslides.

Currently, the water level on the Vu Gia - Thu Bon River is rising rapidly, approaching and exceeding the alarm level 3. The soil moisture model shows that some areas are nearly 95% saturated, with the risk of flash floods on small rivers and streams in mountainous areas; landslides on steep slopes, and land subsidence.

The forecast of rain and flood situation is still very complicated in the coming days. The Chairman of the City People's Committee requested:

Armed forces units, departments, branches, sectors, People's Committees of communes, wards, special zones and related units:

Organize on-duty staff, closely monitor forecasts, warnings of natural disasters, rain and flood situations, promptly inform the people about natural disaster situations to proactively respond; deploy plans to prevent and combat natural disasters; continue to implement and ensure the contents according to the direction of the Chairman of the City People's Committee in Official Dispatch No. 07/CD-UBND dated October 17, 2025 on proactively responding to natural disasters in the next 10 days and weather trends from now until the end of 2025 and Official Dispatch No. 08/CD-UBND dated October 21, 2025 on proactively responding to very heavy rain and storm No. 12.

Report on response work and damage caused by natural disasters to the Da Nang City Civil Defense Command (through: Military Command (Standing Agency), Department of Agriculture and Environment (advisory agency on natural disaster prevention work)) before 6:00 and 15:00 for timely synthesis and reporting to the Standing Committee of the City Party Committee, the City People's Committee and the Central agencies.

Continue to maintain and strengthen people's evacuation activities to ensure safety, especially in dangerous areas, ensure food for people in flooded and landslide-affected areas and at evacuation sites, and prevent people from suffering from hunger, cold, rain, etc.

The Department of Construction shall preside over and coordinate with the military and local forces to immediately handle traffic routes that have been damaged by landslides and are impassable. Arrange a system of warning signs and barriers on roads that have been damaged by landslides. Research and propose long-term, appropriate and sustainable solutions.

Assign the Department of Agriculture and Environment to coordinate with the People's Committees of communes, wards and special zones to urgently identify landslides and landslide risks that may affect people's housing. On October 27, the Department of Education and Training of Hue city sent an official dispatch to schools and educational institutions in the city regarding the continued suspension of school for students in the entire city until further notice.

Faced with the complicated situation of floods and rains, the river water continues to rise, implementing the direction of the City Leaders on the conclusion at the flood prevention meeting on the morning of October 27, 2025, the Department of Education and Training directs:

1. Continue to let students in the whole city stay home from school until further notice.

2. Encourage schools to strengthen communication with parents in assigning homework, reviewing lessons and updating flood situations, and helping parents manage students during and after floods, paying special attention to changes in terrain to instruct and guide students, as drowning accidents can easily occur after floods.

4. Closely monitor the weather situation as well as the direction of authorities at all levels and Department Leaders on means to proactively deploy cleaning activities, prepare schools after the flood to be ready to welcome students back to normal study.

Urgent telegram of the Chairman of Hue City People's Committee on proactively responding to rain, floods, flash floods, and landslides

From the night of October 25 to the morning of October 27, Hue city had heavy rain, some places had very heavy rain. Total rainfall from 1:00 p.m. on October 25 to 4:00 a.m. on October 27 was generally 250-450mm. Some places were higher such as Bach Ma Peak 1,426mm, Khe Tre 700mm, Huong Son 589mm, Thuong Quang 585mm, Huong Phu 574mm. The highest hourly rainfall was 104.6mm/hour at Nam Dong station in the period from 24:00 to 1:00 a.m. on October 27.

According to the forecast of the Hue City Hydrometeorological Station from the morning of October 27 to October 29, 2025, Hue City will continue to have heavy rain, very heavy rain, and some mountainous areas will have especially heavy rain. The total rainfall is generally 250-500mm, with some places over 700mm. 2. The People's Committees of communes and wards continue to urgently deploy support for evacuation and relocation of people to safe places according to approved plans, prioritizing the safety of vulnerable groups (pregnant women, the elderly, children, people with disabilities, etc.).

Implement flood, inundation, and landslide response plans according to approved plans; absolutely do not allow vehicles or individuals to move on rivers, lakes, canals, etc., without ensuring safety or adequate safety equipment (life jackets, lifebuoys, and buoyancy materials).

Organize a review of the stockpiling of essential materials, vehicles, and goods, especially in areas that are often isolated by heavy rain and floods, remote areas; propagate to people to properly stockpile on-site to prevent rain and floods lasting for many days.

3. Dam and reservoir owners for irrigation and hydropower shall organize 24/7 on-duty shifts and continue to strictly implement reservoir operations to ensure water levels according to the provisions of Decision 1606/QD-TTg dated November 13, 2019 of the Prime Minister on promulgating the inter-reservoir operation process in the Huong River basin and the approved reservoir operation process, ensuring the safety of works and downstream areas.

4. The City Military Command, City Police and localities prepare rescue forces and vehicles to promptly deploy rescue when requested.

5. Relevant units and localities must organize a serious 24/7 on-duty shift, promptly report arising issues to the City Civil Defense Command, the City Military Command, the Department of Agriculture and Environment and implement the reporting regime in accordance with regulations.
