
Responding to the special emulation campaign with the theme "The Party Committee, government and people of all ethnic groups in Son La province compete and strive to successfully carry out the socio-economic development tasks for the period 2020 - 2025", the whole province has deployed a series of widespread thematic emulation movements. Many movements have their own mark in each field such as "Son La joins hands to build advanced and exemplary new rural areas", "Administrative reform, digital transformation for the people to serve", "Armed forces compete to make achievements for the Party", "Teach well - Study well", "Doctors are like mothers"... The movements have created an exciting emulation atmosphere in the entire political system, promoting the completion and exceeding of many development targets.
Implementing the e-Government Development Strategy towards Digital Government, Son La province continues to promote the application of information technology, build digital infrastructure and raise public awareness. The province maintains the implementation of 8 provincial-level science and technology tasks under the Intellectual Property Development Program for the period 2021 - 2025, while promoting training activities and digital transformation skills training for officials and people. The communication campaign "Skills to identify and prevent online fraud" is widely deployed with the participation of 2,448 community digital transformation teams. In addition, the province guides agencies to implement specialized digital signatures, synchronize accounts, user data and assign online profile rate targets to each unit. The province also issued a Digital Data Development Project by 2025 to improve digital governance capacity.
Responding to the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, combating waste" launched by the Prime Minister, Son La province focuses on raising awareness of the role of infrastructure in socio-economic development. The province prioritizes investment in transport, electricity, information technology, tourism, health, education and rural infrastructure projects. Many provincial and communal roads have been upgraded and repaired; 100% of communes have paved car roads to the center; key infrastructure projects are being accelerated. Irrigation infrastructure continues to be invested with nearly 400 projects, including 30 large dams and water-saving irrigation systems. By 2025, the rate of rural population using hygienic water will reach 100%, clean water will reach 44%. Urban infrastructure is being expanded in accordance with the planning with an estimated urbanization rate of 20.6%. Besides, the province tightens financial discipline, promotes thrift practice, fights waste, prioritizes resources for development investment, and ensures budget balance.

Implementing the movement "The whole country joins hands to build new rural areas", Party committees and authorities at all levels have promoted propaganda and organized the implementation of the movement with specific goals and tasks. Up to now, the whole province has 74 communes meeting new rural standards, 11 communes meeting advanced standards, and rural infrastructure and life have changed significantly.
The movement “For the poor - No one left behind” has been widely implemented with many practical activities such as: supporting housing construction, issuing health insurance cards, social assistance, caring for children and the disadvantaged. Livelihood models for ethnic minorities continue to be replicated, helping to increase income and sustainably reduce poverty. The multidimensional poverty rate by 2025 is estimated at 7.89%. The work of sending workers to work abroad has achieved positive results, with an expected 300 contracts for the whole year. In addition, national target programs have been implemented synchronously, helping to improve infrastructure and improve people's lives.
Implementing Decision No. 733/QD-TTg dated June 14, 2019 of the Prime Minister on promulgating the Plan to implement the Emulation Movement "Cadres, civil servants and public employees compete to implement office culture", the province has developed emulation criteria suitable to reality, implemented synchronously in 100% of agencies and units. The working style, communication and behavior of cadres and civil servants have many positive changes; discipline and administrative discipline have been improved; the working environment is increasingly professional and modern.
Son La province has vigorously implemented the movement “The whole country competes to build a learning society”, creating an environment of learning encouragement that spreads to every village and residential group. The evaluation of the competition is linked to the results of implementing political tasks, and at the same time integrated with the movement “The whole people unite to build a cultural life”. Thereby, the awareness and responsibility of all levels, sectors and people in lifelong learning are significantly enhanced.
With the participation of the entire political system, Son La has mobilized all resources and effectively implemented the elimination of temporary and dilapidated houses by 2025. As a result, 3,058 houses were supported, including 2,653 newly built houses and 405 repaired houses. The movement has helped thousands of poor households and policy families have stable housing, improving the quality of life and strengthening people's trust.
The emulation movements launched by the Prime Minister have been implemented by Son La province seriously, systematically, creatively and in accordance with the practical conditions of the locality. The direction and management work has been carried out resolutely and consistently; all levels, sectors and localities have proactively developed specific goals and solutions, linking emulation with political tasks and socio-economic development tasks. The results achieved in the past time have affirmed the important role of the patriotic emulation movement in arousing the spirit of solidarity, responsibility, innovation and aspiration of all cadres, party members and people of all ethnic groups in the province. The emulation movements have created a strong driving force to promote infrastructure development, digital transformation, administrative reform, new rural construction, sustainable poverty reduction, improving the quality of human resources, improving people's lives and ensuring social security.
