The conference was held in a hybrid format, combining in-person and online participation, connecting to over 4,000 locations in central ministries, departments, and agencies; military regions, branches of the armed forces; and provinces, cities, communes, wards, and special zones nationwide, with over 190,000 delegates participating.
Attending the conference at the Gia Lai provincial branch were: Mr. Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Steering Committee for preventing and combating corruption, waste, and negative phenomena; representatives of the Provincial People's Council, People's Committee, National Assembly Delegation, Fatherland Front Committee, and political and social organizations of the province; representatives of the Provincial Party Committee's departments; and representatives of the leaders of relevant departments, agencies, and units.

During the 13th National Congress term and after 20 years of implementing Resolution No. 3 of the 10th Central Committee, the fight against corruption, waste, and negative phenomena has made significant progress, fundamentally achieving the goals and tasks set forth in the Central Committee Resolution. In particular, during the 13th National Congress term, the fight against corruption, waste, and negative phenomena continued to be led and directed decisively, persistently, comprehensively, systematically, and in depth, achieving major breakthroughs and many very important results with very high political determination. The slogan "no forbidden zones, no exceptions" is not just a political command, but has become a vibrant reality, trusted, supported, and highly appreciated by cadres, Party members, and the people. Corruption, waste, and negative practices are gradually being curbed, prevented, and pushed back, contributing to building a cleaner and stronger Party and political system, promoting socio-economic development, and consolidating the people's trust in the Party, the State, and the regime.
The conference clearly stated 07 lessons learned in the fight against corruption, waste, and negativity, which are: (1) The fight against corruption, waste, and negativity is a serious, difficult, complex, and long-term task; it must be placed under the direct and comprehensive leadership of the Party, and directly and regularly under the Political Bureau, the Secretariat, and the Central Steering Committee on the fight against corruption, waste, and negativity; (2) Special attention must be paid to personnel work, linking the fight against corruption, waste, and negativity with building and rectifying the Party and the political system, studying and following Ho Chi Minh's thought, morality, and style; (3) The focus must shift to prevention, closely combining active prevention with proactive detection and timely, comprehensive, and strict handling. In which, prevention is the main, fundamental, and long-term, while detection and handling are important and breakthrough; (4) Institutions must be built and perfected, and power control must be strengthened to prevent corruption, waste, and negative phenomena; (5) Focus on improving the capacity and effectiveness of operations, promoting the core role and close, synchronized, timely, and effective coordination of functional agencies in preventing and combating corruption, waste, and negative phenomena; (6) Promote the combined strength of the entire political system and society; the prevention and combating of corruption, waste, and negative phenomena must be carried out down to the grassroots level under the supervision of the people; (7) The prevention and combating of corruption, waste, and negative phenomena must prioritize the interests of the nation and people, and best serve the task of socio-economic development.

On behalf of the Politburo, the Secretariat, and the Central Steering Committee, General Secretary To Lam commended, praised, and highly appreciated the efforts of the entire political system and the achievements and results obtained in the fight against corruption, waste, and negative phenomena during the past term.
General Secretary To Lam emphasized that the fight against corruption has entered a new, more decisive, substantive, and long-term strategic phase. In the context of the country facing many challenges, the steadfastness of the entire political system in the task of "fighting internal enemies" continues to be a measure of the Party's leadership capabilities and self-rectification capacity, summarized in ten words: "Perseverance - Determination - Consensus - Comprehensiveness - Breakthrough," reflecting a systemic approach. The persistent and strict handling of corruption, the persistent building of a culture of integrity, and the improvement of institutions are the foundation for this struggle to deepen, creating broad consensus within the Party and society.
In this new phase, the strategic direction is based on 3 requirements, 5 priorities, and 3 breakthroughs. Specifically, the 3 overarching requirements are: placing the interests of the nation, the people, and the country above all else; being resolute, persistent, and continuous, with "no forbidden zones, no exceptions"; and shifting strongly towards prevention, proactively identifying violations early and from afar.
The five key tasks include: Shifting strongly towards prevention at the root, building "institutional barriers" to prevent corruption from arising, through perfecting the power control mechanism, eliminating the "request-and-grant" mechanism, closing legal loopholes, and enhancing transparency in public administration. Simultaneously, strengthening the task of building a culture of integrity, making integrity education a regular activity throughout society, and linking the goal of integrity with salary reform and housing policies to create a material foundation so that officials "do not need or want" to engage in corruption. Functional agencies will focus on inspecting and supervising sensitive areas, preventing the formation of interest groups, strictly handling violations, and recovering the maximum amount of assets lost to the State. Strengthening the fight against corruption at the local and grassroots levels, where most complaints and violations originate. Building an honest local government, promoting the supervisory role of the people, the Fatherland Front, and the press are considered key solutions to prevent corruption at its root. Strengthening the organizational structure and improving the capacity of specialized agencies are seen as essential conditions. In particular, corruption must be combated within the very agencies responsible for preventing and combating corruption, and a team of officials with integrity and honesty must be built.
To effectively implement the above tasks, three strategic breakthroughs have been identified: perfecting institutions to close all loopholes; reforming personnel management, emphasizing exemplary conduct and resolutely removing corrupt officials; and promoting digital transformation and applying technology to ensure transparency in all governance activities.
The General Secretary emphasized: The fight against corruption, waste, and negative phenomena is both a consistent policy and guideline of the Party, a requirement for national renewal and development, a political imperative, and a demand, trust, and expectation of the people. Therefore, every cadre and Party member must set an example of "self-reflection and self-correction," cultivating integrity; every agency must build a transparent and disciplined working environment; and every citizen should continue to accompany, monitor, and contribute to this important endeavor.
With the highest political determination and the unanimous support of the people, the General Secretary believes that the fight against corruption, waste, and negative phenomena will certainly achieve even greater victories, contributing to building a strong, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
On this occasion, President Luong Cuong awarded the Independence Order, Military Merit Order, Labor Order, and National Defense Order of various ranks to 33 collectives and 56 individuals for their outstanding achievements in the fight against corruption, waste, and negative phenomena during the period 2021-2025.
