Every year in July, our people dedicate their most sacred and profound feelings to remembering and expressing gratitude to those who sacrificed for the country, the heroic martyrs, wounded and sick soldiers - those who did not spare their blood, bones and lives for the independence, freedom and peace of the Fatherland.

Every year, July 27 is also an occasion for the entire Party, people and army to express their deep gratitude to the families of those who have contributed to the revolution. The noble tradition of "When drinking water, remember its source" has become a sacred thread connecting generations of Vietnamese people, a source of great spiritual strength for the entire nation to unite, overcome all difficulties, build an increasingly rich and civilized country, worthy of the great sacrifices and contributions of generations of previous fathers and brothers.

The more than 4,000-year history of the Vietnamese people is an immortal epic of patriotism, of indomitable will and indomitable fighting spirit, and is the gratitude of those who are living to those who have devoted their lives to the country. Having gone through arduous and sacrificial wars to defend the country, from the Hung Kings' era to the difficult resistance wars against foreign invaders, our people have never submitted to tyranny, never retreated before the danger of invasion.

In particular, during more than 95 years under the leadership of the Communist Party of Vietnam, 80 years of the Socialist Republic of Vietnam, millions of outstanding children of the nation have fallen for the Fatherland to rise up, for the country to be independent, peaceful , unified, for the people to live in freedom, prosperity, happiness, towards prosperity, prosperity, and power.

We could not have today, could not have a renewed, developed, deeply integrated Vietnam without the sweat, blood and bones of many generations of revolutionary soldiers, soldiers, youth volunteers, frontline laborers, mothers and fathers who were ready to encourage their children to go to war and take the hardships, difficulties and losses for themselves with the spirit of "Determination to die for the Fatherland", "All for the frontline".

Together with our ancestors, more than 1.2 million martyrs, 9.2 million people with revolutionary contributions and relatives of those with revolutionary contributions nationwide today, all of them are the immortal souls of the nation, the most beautiful symbols of Vietnamese revolutionary heroism. More than 3,000 martyrs' cemeteries, more than 4,000 works honoring martyrs nationwide are torches that always light up the achievements and commemorate the heroic martyrs. More than 100 million Vietnamese hearts are a source of abundant emotions, imbued with the morality of "When drinking water, remember the source", "When eating fruit, remember the person who planted the tree" for those who have contributed to the country.

Uncle Ho once advised: "For those who have bravely sacrificed a part of their blood and bones..., the Party, the Government and the people must find every way to provide them with a stable place to eat and live, and at the same time must open vocational training classes suitable for each person so that they can gradually become self-reliant. For martyrs in each locality, it is necessary to build flower gardens and memorial stele to record the heroic sacrifice of the martyrs, to forever educate the spirit of patriotism for our people. For the parents, wives and children of war invalids and martyrs who lack the ability to work and are in need, the local government must help them find suitable jobs, absolutely not letting them go hungry or cold."

Implementing Uncle Ho's teachings, many preferential policies have been issued, many gratitude houses and July 27 gifts have been given to war invalids, martyrs' families, and meritorious people across the country. Directive No. 14/CT-TW dated July 17, 2017 of the Secretariat on continuing to strengthen the Party's leadership over the work of people with meritorious services to the Revolution; Resolution No. 42 NQ/TW dated November 24, 2023 of the Party Central Committee on continuing to innovate and improve social policies to meet the requirements of the cause of building and defending the Fatherland in the new period; Ordinance on preferential treatment for people with meritorious services to the Revolution... are obligations, responsibilities, ethics, sentiments, and gratitude of the people, the Party, and the State towards those who have been "loyal to the country, filial to the people" and wholeheartedly serve the country and the people.

To continue following the national tradition, following Uncle Ho's teachings, implementing the Party and State's policies towards war invalids, martyrs' families, policy families, and people with revolutionary contributions, we need to continue focusing on the following tasks:

Firstly, strengthen the leadership and direction of Party committees at all levels, authorities, the Fatherland Front and social organizations in caring for and protecting the legitimate rights of people with meritorious services; ensure full and timely implementation of preferential policies for war invalids, martyrs, sick soldiers, people with meritorious services and their relatives, and policy families without any errors, delays or formalities.

Second, review and improve policies and laws on meritorious people in a fair, transparent, and targeted manner, while expanding the scope of policies for those who have made real contributions but have not been properly recognized; prioritize administrative procedure reform in confirming and resolving policies for those who have contributed to the cause of national liberation, national reunification, and the building and development of socialism.

Third, focus resources on improving the material and spiritual life of policy families and meritorious people, especially in difficult areas, remote areas, border areas, islands, ethnic minority areas, revolutionary bases, and former resistance areas; promote gratitude programs such as building and repairing gratitude houses, providing medical support, rehabilitation, vocational training, and creating sustainable jobs for children of meritorious people.

Fourth, strongly promote the inspection, supervision and creation role of the Fatherland Front, socio-political organizations and people in implementing policies for war invalids, martyrs and people with meritorious services; at the same time, promptly detect and strictly handle acts of profiteering and fraud in declaring documents to enjoy preferential treatment in social policies.

Fifth, promote propaganda and education on the tradition of patriotism and gratitude to those with meritorious services throughout society, especially among the young generation; effectively integrate it into political and ideological education programs and extracurricular activities in schools, agencies and units; raise awareness and civic responsibility in implementing the ethics of "When drinking water, remember its source" and "Repaying gratitude".

Sixth, apply digital technology, build a digital data system on people with revolutionary contributions to manage, monitor, and evaluate policies accurately, synchronously, and transparently; connect agencies from the central to local levels to serve people more conveniently and effectively; apply scientific and technological advances in the search and collection of martyrs' remains, and identify martyrs with missing information.

Seventh, organize well the activities of gratitude, commemoration, visitation, and honoring people with revolutionary contributions in a practical and thoughtful manner, avoiding formalities and waste. Launch the movements of "Repaying gratitude", "All people take care of people with revolutionary contributions" associated with building new rural areas, civilized urban areas, national defense, national security, and sustainable social security.

The above tasks need to be concretized into action programs of each locality, village, residential group, each industry, each organization, with the highest sense of responsibility, deeply demonstrating the gratitude of the Party, State and people for the great sacrifices of war invalids, martyrs and people with meritorious services to the revolution.
