According to Ukrainian President Volodymyr Zelensky, Kyiv is ready to halt attacks on Russian energy infrastructure if Moscow takes similar action. This proposal was discussed by the parties in negotiations mediated by Qatar, but was subsequently canceled due to Ukraine's attack on Russian territory in Kursk.
"At the peace summit for Ukraine, the parties put forward a proposal to ensure energy security. According to this, we will not attack Russia's energy infrastructure and vice versa. This agreement could de-escalate the conflict," President Zelensky said. He also suggested that this possibility is entirely plausible.
According to the Ukrainian president, ensuring energy security and freedom of navigation would be signs that the conflict would soon end if Russia accepted the conditions.

Since late 2022, Russia has repeatedly used missiles and drones to attack Ukraine's energy infrastructure as a way to cripple its arms production and military logistics. In response, Kyiv has deployed long-range drones to attack Russian oil refineries and fuel storage facilities.
In August, the Washington Post, citing sources, reported that Russia and Ukraine were reportedly planning to hold indirect talks in Qatar to discuss suspending attacks on infrastructure. The proposed talks were canceled after Ukraine attacked the Kursk region in August.
The talks were subsequently canceled because the Russian delegation refused to travel to Doha, despite Ukraine declaring its willingness to negotiate.
According to National Security Council Secretary Sergey Shoigu, Moscow had received a request from Türkiye to suspend attacks on Ukrainian energy infrastructure and cargo ships linked to Ankara. Russia said it was willing to consider the proposal, but Ukraine refused to negotiate.
The Russian military has also repeatedly reported attacks on Ukrainian ports to prevent Western arms and ammunition shipments by sea.
