This information was stated by the Ho Chi Minh City People's Committee in a report submitted to the Government regarding the operations of AISVN International School.
Strictly manage the departure of the school board members of AISVN International School.
The Chairman of the People's Committee of Ho Chi Minh City, Phan Van Mai, has submitted a report to the Prime Minister on the activities of the American International School Vietnam (AISVN).
Regarding direction and solutions, the Ho Chi Minh City People's Committee continues to direct the Ho Chi Minh City Police to coordinate with local authorities to monitor public opinion and develop appropriate solutions; and to strictly manage issues related to the entry and exit of personnel, including investors and the school board of AISVN International School, until the matter is completely resolved.
Currently, authorities are imposing a travel ban on Ms. Nguyen Thi Ut Em, chair of the school board of AISVN International School, due to outstanding personal income tax.
In addition, relevant departments and agencies, as well as the People's Committees of districts and Thu Duc City, will support the education and training sector in stabilizing public opinion and closely managing the activities of AIS American International Education Joint Stock Company; and coordinate in monitoring the school's operations.
At the same time, expedite the work with Ms. Nguyen Thi Ut Em to definitively resolve issues related to investment and the organization of educational activities at the school…
The Department of Finance, the Department of Planning and Investment, the Department of Home Affairs, and the Department of Labor, War Invalids and Social Affairs shall research and propose plans and solutions for paying salaries to teachers and employees (including Vietnamese and foreign teachers and employees) working at the school, in order to stabilize the school's operations until the end of the 2023-2024 school year;
Relevant departments must find solutions to require investors and school boards to promptly address issues related to the rights and interests of teachers and employees.

AISVN International School has suspended enrollment for the next academic year.
The Ho Chi Minh City People's Committee has directed the Department of Education and Training to implement solutions to ensure students' learning rights and prevent any disruption to their studies… Enrollment for the 2024-2025 school year at AISVN International School will be suspended until the investor resolves all financial and personnel issues and stabilizes educational operations.
The city may suspend the school's operations if it fails to address these issues.
Furthermore, the Ho Chi Minh City People's Committee also stated that, according to the Ho Chi Minh City Police, the contract signed between the school and parents is a civil contract with no binding responsibilities between the parties, therefore there is no basis for the investigating agency to conduct an investigation into the case.
Several investors have worked with Ms. Nguyen Thi Ut Em, proposing to provide financial support to keep the school running until the end of the 2023-2024 school year. However, the investors want to receive benefits in the form of a percentage of the company's shares and the right to manage the school's financial operations.
AISVN International School does not own the land use rights, which makes it difficult to handle its debts.
According to assessments from parents and professional bodies, AISVN International School has a good model and training program that meets the learning needs of students in the city and surrounding provinces according to the International Baccalaureate (IB) standard.
The legal entity owning this school is American International Education Joint Stock Company, which was spun off from Tri Thuc Resource Management Joint Stock Company. The AISVN International School is being built on land owned by Tri Thuc Company.
Regarding this matter, the Department of Planning and Investment reported that the investor's business separation process was not in accordance with regulations; the investment project included more objectives than those stated in the issued investment certificate, but the investor did not follow the procedures for amending the investment certificate.
The Department of Planning and Investment has sent a document requesting the investor to report on any violations in order to advise on appropriate action in accordance with regulations.
Regarding the land plot for the construction of AISVN International School, which is currently under the ownership of Tri Thuc Company, the Department of Education and Training and other relevant departments and agencies are developing a feasible plan to request the transfer of land use rights to American International Education Joint Stock Company.
The fact that the legal entity owning AISVN International School does not possess land use rights makes it difficult to attract investors to carry out restructuring and resolve debt.
