Ho Chi Minh City will continue to review and arrange suitable jobs for people affected by administrative unit rearrangement.
On January 11, the Ho Chi Minh City People's Committee summarized the activities of neighborhoods, hamlets, residential groups, and people's groups in the period 1975 - 2025 and met with ward leaders to implement the arrangement of commune-level administrative units according to Resolution 1278/2024 of the National Assembly Standing Committee.
Too much to do
Sharing at the conference, Ms. Ngo Thi Hien - Secretary of the Party Committee of Ward 9, District 3 (formerly Secretary of the Party Committee of Ward 10, District 3; Ward 10 merged with Ward 9 to form Ward 9) - said that the district had proactively promoted early on, so people agreed, helping the administrative unit arrangement to proceed smoothly. Individuals assigned new tasks, aware of their roles and responsibilities, immediately got to work.
However, Ward 9 also faced difficulties in the early days when there was too much work to do. The Ward prioritized the one-stop department so as not to affect the activities and interests of the people, while the workload was large. Despite the difficulties, with the spirit of determination and unity, the new Ward 9 will try to overcome them and assign specific tasks so that the apparatus can operate as quickly as possible.
Agreeing, Mr. Nguyen Minh Kiet - Chairman of Ward 10 People's Committee, District 10 - said that to overcome initial difficulties, the ward has made efforts to operate the best one-stop department to serve the people; adjust leadership information in the systems, promote digital signatures, and publicize the phone numbers of new ward leaders on the ward's information channels.
Implementing Resolution 1278, Ho Chi Minh City has rearranged 80 wards in 10 districts into 41 wards, a reduction of 39 wards compared to before.

Proactively handle arising problems
Chairing the conference, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai acknowledged that the arrangement has greatly affected a number of cadres, civil servants, public employees, and non-professional workers.
"There are ward secretaries and chairmen who have to become deputy secretaries and chairmen of the ward, and some people have to transfer jobs" - the Chairman of the HCM City People's Committee said, adding that this is inevitable when restructuring administrative units and rearranging the apparatus and staff.
The Chairman of the Ho Chi Minh City People’s Committee hopes that each cadre and civil servant will share and thank them for accepting the disadvantages and sacrifices for the common work. Therefore, the responsibility of the city and the 10 districts in the coming time is to continue reviewing to arrange suitable jobs for the affected people in the most reasonable way, in the shortest time.
The Chairman of the Ho Chi Minh City People's Committee also directed the wards after the rearrangement to ensure better and more stable operations, creating better working conditions for officials and civil servants - especially better service for the people and businesses.
In addition, wards need to effectively use public assets after the reorganization, avoiding waste and loose management leading to violations and loss of assets. The new ward apparatus needs to proactively handle arising issues to stabilize and create a new momentum to complete the tasks of 2025, preparing the mindset to start a new term.
On this occasion, the People's Committee of Ho Chi Minh City awarded Certificates of Merit from the Prime Minister to 33 individuals with outstanding achievements in participating in activities in neighborhoods, hamlets, residential groups, and people's groups in the city for many consecutive years; awarded Certificates of Merit from the Chairman of the People's Committee of Ho Chi Minh City to 109 collectives and 43 individuals with achievements in implementing the work of arranging neighborhoods, hamlets, residential groups, and people's groups; awarded Letters of Merit from the Chairman of the People's Committee of Ho Chi Minh City to 57,643 individuals who have made positive contributions to activities in neighborhoods, hamlets, residential groups, and people's groups for the cause of building and developing the city.
It is impossible to tell all the merits
"It is impossible to count all the contributions, enthusiasm, and affection of you guys for the development of Ho Chi Minh City as it is today. The city leaders respectfully acknowledge and thank you for this contribution" - Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized and hoped that everyone would continue to contribute to the locality, together building a developed, civilized, and affectionate city. The head of the city government noted that localities continue to take care of you guys participating in neighborhood and hamlet activities; arrange headquarters and activity points for newly operating neighborhoods and hamlets. The Department of Information and Communications and the Digital Transformation Center urgently complete the digital application platform for neighborhood and hamlet activities.
