On October 16, the Ho Chi Minh City Department of Construction submitted a document to the City People's Committee detailing the implementation plan for the project to upgrade and expand National Highway 13 from Binh Trieu Bridge to the old Binh Duong province border, under the public-private partnership (PPP) method, BOT contract type (build - operate - transfer).
Based on the current implementation progress, the Department of Construction will complete and submit to the City People's Committee for approval the Feasibility Study Report of Component Project 2 (construction of the main road) in the fourth quarter of 2025.
Then, there will be a bidding process to select investors and sign a project contract to complete in the first quarter, early second quarter of 2026.
The next step is to complete the basic design, then prepare, submit for appraisal and approval of the construction design to be completed in the third quarter of 2026.
The final step is to select a construction contractor and start the Project in the fourth quarter of 2026, completing and putting it into use in 2028.

The project to upgrade and expand National Highway 13 (from Binh Trieu Bridge to the old Binh Duong province border) was approved by the Ho Chi Minh City People's Council in mid-February 2025.
The project has a total investment of 20,900 billion VND, of which the site clearance part (Component Project 1) alone accounts for 14,619 billion VND, implemented with State budget capital, the remaining capital will be arranged by the investor and repaid through toll collection.
Meanwhile, the investment project to upgrade and expand National Highway 13 through the old Binh Duong province, with a length of 12.7 km, with a total investment of more than VND 1,360 billion, started in April 2022, with the target of completion by the end of 2023.
However, up to now, the project is stuck in site clearance and legal documents are incomplete, so the project is behind schedule.
Currently, National Highway 13 through the old Thu Duc City often experiences traffic jams because the road surface is only 19 - 27 m wide.
After completing the expansion to 10 lanes in 2028, this route will seamlessly connect Ho Chi Minh City, Dong Nai and the Central Highlands region.
