Ho Chi Minh City: Promoting traffic projects connecting to Long Thanh airport

At the recent socio-economic press conference held by Ho Chi Minh City, a representative of the Department of Construction said that recently the city has closely coordinated with localities, especially Dong Nai province, to promote infrastructure projects to increase connectivity with Long Thanh airport.

Regarding roads, there are six projects connecting to this airport. Of which, the 206km-long Ring Road 4 (4-lane scale) is in the investment preparation stage, expected to start construction in June 2026 and be completed in 2028.

The remaining five projects are under construction with a total length of about 238km, including the Bien Hoa - Vung Tau Expressway, which is expected to be completed in December 2025. The Ben Luc - Long Thanh Expressway is expected to be completed in September 2026.

The Ho Chi Minh City - Long Thanh Expressway expansion project will be basically completed in 2026 (Long Thanh Bridge alone will be completed in the first quarter of 2027, the section from RR2 to An Phu intersection started construction on November 22).

The RR3 road project is accelerating to open at least 30km of technical traffic in 2025, the remaining part will open to technical traffic on April 30, 2026 and be completed on June 30, 2026. Provincial road 25C has completed 7.6km, is under construction for 6.4km, and is expected to be completed in 2025.

Regarding national railways, the Ministry of Construction is preparing to invest in the North-South high-speed line, starting construction at the end of 2026 and completing in 2035, along with the Bien Hoa - Vung Tau line. The city has assigned Becamex Corporation to study the Bau Bang - Cai Mep railway line, striving to start construction in 2027 and complete before 2035.

With urban railway, 3 metro corridors will play a role in connecting Ho Chi Minh City - Long Thanh airport. The first corridor is metro line 2 and Thu Thiem - Long Thanh route. The Ben Thanh - Tham Luong section is being implemented with public investment capital, to be completed in 2030. The Ben Thanh - Thu Thiem section and Thu Thiem - Long Thanh route have been adjusted to metro by the Prime Minister on October 29, 2025 and assigned to the city to preside. The city assigned enterprises to propose a plan to follow the PPP method, striving to start construction in 2026 and complete in 2030.

The second corridor is metro line 6 (Tan Son Nhat - Phu Huu - Thu Thiem - Long Thanh). The city prioritizes early completion of the Tan Son Nhat - Phu Huu section to connect the Thu Thiem - Long Thanh route, with the goal of starting construction in 2026 and completing it in 2030.

The third corridor is metro line 6 connecting metro line 1, then extending to Dong Nai's new administrative center and Long Thanh airport. Ho Chi Minh City is the managing agency of metro line 6, while Dong Nai is implementing the extension of metro line 1, with the goal of completion in 2030.

* Regarding the field, the Department of Construction has just reported to the City People's Committee on the implementation of investment procedures for Can Gio Bridge and Phu My 2 Bridge.

According to the Department of Construction, the current road connection between the city center and Can Gio is only via Binh Khanh ferry. The demand for ferry travel is increasing, especially on weekends, holidays, and Tet, leading to prolonged traffic jams; directly affecting people, tourism activities, and limiting the development of Can Gio.

In particular, from July 1, after the merger, the space of Ho Chi Minh City has been expanded, leading to a sharp increase in the demand for traffic connections from the city center through Can Gio, then by ferry to Vung Tau. At the same time, the Can Gio area is implementing a series of very large-scale projects; the coastal route connecting the city with Lam Dong, Dong Nai, Dong Thap will also be invested and completed in the period of 2026 - 2030. Therefore, the construction of Can Gio bridge to replace the ferry is even more urgent, connecting the complete traffic network, making travel more convenient, creating a driving force for the development of the city as well as the whole region.

The Can Gio Bridge project has a starting point connecting Nguyen Luong Bang Street - Road 15B (Nha Be Commune); the end point connecting Ben Luc - Long Thanh Expressway intersection - Rung Sac Road (Binh Khanh Commune); estimated investment of about 13,714 billion VND.

With Phu My 2 bridge, located on the main axis directly connecting Long Thanh airport, the provinces of the Southeast region through Lien Cang road - Nguyen Ai Quoc road (Dong Nai province), and at the same time connecting RR2, 3, 4 roads through the North - South axis (Nguyen Huu Tho road).

The City People's Committee has assigned a company to prepare a proposal for the Phu My 2 Bridge project. Up to now, the company has completed the preparation and submission of the proposal for appraisal and approval. The project has a scale of 8 lanes, with an investment of more than 25,101 billion VND.

According to the Department of Construction, these two projects play a particularly important role in traffic connection, connecting a series of national infrastructure projects. The investment in completing these two bridges as soon as possible will ensure synchronous connectivity of the traffic network. If implemented with the nature of "urgent requirements must be implemented immediately" according to Decree 257/2025/ND-CP, it will help shorten the implementation time by about 1 year (expected completion in December 2028).

Also at the press conference, the representative of the Department of Construction informed about the recent increase in traffic congestion in the city. According to collected data and simulation software, traffic congestion increased by 24% compared to the same period in 2024. Traffic volume on many routes increased significantly. Currently, the road is at service level D, meaning traffic volume is high, travel is difficult, and it is close to overloading.

The reason is the increase in vehicles, especially private cars and motorbikes during rush hours. The traffic infrastructure has not kept up with the pace of development, many roads are narrow, and intersections have not been renovated synchronously. The situation of encroachment on the roadside and illegal parking also hinders the flow of vehicles. The construction of many projects occupying the road surface narrows the traffic space, causing increased local congestion.
The city is implementing many solutions such as traffic regulation; reviewing and adjusting traffic organization; supplementing and adjusting the traffic sign system; installing more surveillance cameras; using artificial intelligence to increase monitoring capabilities, identify situations, and optimize traffic light control...
