According to the direction, departments, branches, sectors and People's Committees of communes, wards and special zones must strictly implement the Ministry of Health 's instructions on prevention and control of seasonal flu, respiratory syncytial virus (RSV) and hand, foot and mouth disease.

The city requires proactively raising vigilance against respiratory diseases; strengthening epidemiological surveillance in communities, schools, industrial parks, tourist accommodation establishments, seaports and airports.

The City People's Committee assigned medical units to closely coordinate with the Ministry of Health and the Central Institute of Hygiene and Epidemiology to analyze specific risks for Hai Phong, on that basis, propose solutions suitable to the characteristics of population and goods circulation in the city.

Medical examination and treatment facilities are required to set up areas for screening for respiratory diseases; strengthen resuscitation and treatment capacity for high-risk groups; tighten infection control to prevent the emergence of infection clusters in hospitals. At the same time, it is necessary to strengthen professional training for grassroots medical staff to ensure quick and thorough treatment, especially in crowded places and tourist areas.

Along with that, medical units must fully prepare supplies, equipment, and chemicals; develop response scenarios when the epidemic spreads, and strictly implement the "4 on-site" motto to ensure proactiveness in all situations.

The City People's Committee assigned the Department of Education and Training, the Department of Industry and Trade, and the Hai Phong Economic Zone Management Board to direct educational establishments and businesses to strengthen environmental sanitation, ventilate working spaces, and promptly detect suspected cases; and review safety procedures at crowded events, especially in industrial parks, commercial centers, and tourist areas.

Communication work is required to be promoted throughout the press and information system at the grassroots level, ensuring consistency, continuity, and suitability for each locality. Key contents include personal hygiene, environmental hygiene, symptom recognition, and instructions for handling suspected cases; in which communication priority is given to seaports, bus stations, airports, tourist attractions, and industrial zones, where large numbers of people and tourists gather.

The People's Committees of communes, wards and special zones must proactively deploy epidemic prevention and control measures according to the actual situation; closely monitor the community, especially in crowded residential areas, worker dormitories, kindergartens and primary schools. When necessary, localities must reactivate community epidemic prevention and control teams to ensure early detection, timely reporting and thorough handling as soon as the first case appears.
