Ho Chi Minh City: Arousing the spirit of competition in the new era

On October 25, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ho Chi Minh City solemnly held the 1st Ho Chi Minh City Patriotic Emulation Congress, period 2025-2030.

With the theme "Solidarity, innovation, creativity, and emulation to build Ho Chi Minh City as a pioneer, joining the whole country in entering a new era", the congress gathered nearly 1,000 outstanding delegates representing all walks of life, armed forces, businesses, intellectuals, and artists of the city.

Speaking at the congress, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized: In recent times, with the goal of "For the happiness of the people, for the whole country, with the whole country - Ho Chi Minh City develops rapidly, sustainably, integrates and modernizes, and is affectionate"; patriotic emulation movements have really gone into depth, linked to real life, creating an important driving force for political stability, socio-economic development, and improving people's lives. Many exemplary collectives and individuals, typical advanced examples have contributed to creating the dynamic, creative and affectionate identity of the city named after beloved Uncle Ho.

To successfully implement the patriotic emulation movement of Ho Chi Minh City in the period of 2025-2030, in the next 5 years, the movement focuses on key goals, including: Building a clean and strong Party organization and political system, perfecting the organizational model of the political system; promoting the tradition of solidarity, dynamism, humanity, creativity, daring to think, knowing how to do, daring to take responsibility, building a team of "intelligent, courageous, dedicated, honest, innovative" cadres, wholeheartedly serving the people; mobilizing all resources, effectively exploiting potentials, advantages, strategic positions and effective development of science and technology, innovation, digital transformation to promote rapid and sustainable socio-economic development;

Towards the 100th anniversary of the Party's founding (2030), the city will become a civilized, modern urban area, a center of innovation, dynamism, integration, leading the industrialization and modernization of the country, with a prominent position in the Southeast Asia region, in the group of 100 global cities, worth living and having an innovation ecosystem in the world, belonging to the high-income group. Vision to the 100th anniversary of the founding of the country (2045), the city will be in the group of 100 best cities in the world, worthy of being an international megacity of Southeast Asia, an economic, financial, tourism, service, education, and healthcare center of Asia;

Improve the lives of the city's people, ensure social security, sustainably reduce poverty, care for policies and workers, and leave no one behind. Build a green, safe, and livable city; protect the environment, respond to climate change; ensure national defense and security, maintain political stability, and deeply integrate into the international community.

With the above objectives, the city has identified 5 main groups of tasks and solutions: First, strengthen the leadership and direction of Party committees and authorities at all levels; closely link emulation results with the responsibilities of leaders. Closely coordinate to promote the role of the Fatherland Front and socio-political organizations in monitoring, criticizing, and mobilizing people to respond.

Second, renew the growth model, restructure the economy towards taking science, technology and innovation as the main driving force. Reconstruct the development space according to multipolar - integrated - hyper-connected thinking; mobilize all investment resources for construction with focus and key points. Orientate the formation of "3 regions - 1 special zone - 3 corridors - 5 pillars".

Third, improve the effectiveness and efficiency of state management and promote digital transformation. Administrative reform needs to be implemented more synchronously and drastically, associated with improving the effectiveness and efficiency of state management. Agencies and units need to maintain and improve the rankings of assessment indexes such as: Provincial Competitiveness Index (PCI), Administrative Reform Index (PAR Index), Provincial Governance and Public Administration Performance (PAPI), Digital Transformation (DTI)... Administrative discipline and order need to be tightened to ensure transparency and efficiency in management activities.

Fourth, innovate the method of organizing the movement, associated with breakthrough programs and key projects; launch topics such as: "Building an international financial center", "Building a smart, green, sustainable city", "Promoting administrative reform, digital transformation of public administration", "Caring for and improving the quality of life of the people".

Finally, innovate the reward work in the direction of objectivity, publicity, transparency, care for direct workers, and breakthrough initiatives. Timely detect, foster, commend and replicate advanced models and creative ways. At the same time, strongly apply information technology, build a shared database in emulation and rewards.

With new spirit and new motivation, on behalf of the city's leaders, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc called on all cadres, party members, soldiers of the armed forces, civil servants, public employees, businessmen, intellectuals, artists, workers, farmers, youth and people of the city to continue to promote the tradition of patriotism, the spirit of solidarity, creativity, loyalty and pioneering for the whole country, with the whole country.

The emulation movement must be transformed into practical and effective revolutionary actions, gradually realizing the goal and aspiration of building Ho Chi Minh City into a prosperous, civilized, modern, happy and affectionate city, together with the whole country, moving forward rapidly and strongly in the era of national growth.

More than ever, the spirit of patriotic emulation needs to be spread widely, so that every citizen of the city sees themselves as part of the pioneering journey with the country into a new era of development.

In the solemn atmosphere of the congress, 473 typical advanced examples were honored as outstanding collectives and individuals in the fields of economics, science, education, health, national defense, culture and art. These examples demonstrate the spirit of a city of love, contributing to the dynamic and creative identity of Ho Chi Minh City today.
