Hanoi City Steering Committee 389 deploys inter-sectoral inspection against smuggling, trade fraud and counterfeit goods in the last months of 2025

On October 15, 2025, Ms. Nguyen Kieu Oanh - Deputy Director of the Department of Industry and Trade, Deputy Head of the Standing Committee of Steering Committee 389 of Hanoi City signed Decision No. 81/QD-BCĐ389/TP on the establishment of 2 interdisciplinary inspection teams to combat smuggling, trade fraud and counterfeit goods in Hanoi City.

Pursuant to Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation; pursuant to Decision No. 2657/QD-UBND dated May 27, 2025 of the City People's Committee on strengthening the City Steering Committee against smuggling, trade fraud and counterfeit goods (referred to as the City Steering Committee 389); pursuant to Plan No. 05/KH-BCĐ389/TP dated July 9, 2025 of the City Steering Committee 389 on the fight against smuggling, trade fraud and counterfeit goods in Hanoi in 2025; Pursuant to Document No. 06/CV-BCĐ 389/TP dated October 8, 2025 of the Head of the City Steering Committee 389 on the implementation of the inter-sectoral inspection plan against smuggling, trade fraud and counterfeit goods of the City Steering Committee 389; Pursuant to Plan No. 78/KH-BCĐ389/TP dated October 8, 2025 of the Hanoi Steering Committee 389 on inter-sectoral inspection against smuggling, trade fraud and counterfeit goods in the last months of 2025 in Hanoi; Ms. Nguyen Kieu Oanh - Deputy Director of the Department of Industry and Trade, Deputy Head of the Standing Committee of the Hanoi Steering Committee 389 signed Decision No. 81/QD-BCĐ389/TP on the establishment of 2 inter-sectoral inspection teams against smuggling, trade fraud and counterfeit goods in Hanoi.

According to this Decision, the city established 2 interdisciplinary inspection teams consisting of 26 members from the following forces: Market Management, City Police (PC03, PA04), Customs Branch Region I, Hanoi Tax, Department of Health, Department of Agriculture and Environment, Department of Science and Technology...

In which, Interdisciplinary Inspection Team No. 1 is chaired by Market Management Team No. 14, Interdisciplinary Inspection Team No. 2 is chaired by Market Management Team No. 17. The two teams are assigned to inspect and control 126 wards and communes across the city from October 15 to December 15, in the form of surprise inspections.

The interdisciplinary inspection teams will comply with the contents of Plan No. 78/KH-BCĐ389/TP, focusing on preventing the trading of counterfeit goods, banned goods, poor quality goods, goods of unknown origin and commercial fraud, especially at the 2025 Autumn Fair held at the National Exhibition Fair Center (Dong Anh commune, Hanoi) from October 25 to November 4.

At the same time, the delegations will strengthen inspection of compliance with legal regulations in production and business activities such as: Registration, business licenses, invoices, goods labeling, quality, prices, e-commerce activities and origin of goods. Inspection activities aim to ensure legal discipline, prevent violations and create a healthy business environment, stabilizing the commodity market at the end of the year.

Deputy Head of the Standing Committee of the Steering Committee 389 of Hanoi City - Deputy Director of the Department of Industry and Trade Nguyen Kieu Oanh emphasized that this is an important peak period of market inspection and control of the city in the last months of 2025. The inspection teams will seriously and strictly implement regulations, resolutely handle violations; at the same time, combine propaganda and guidance to raise awareness of law compliance in business activities, ensuring harmony between management goals and creating favorable conditions for businesses.

Speaking upon receiving the assignment, Deputy Head of the Hanoi Market Management Department Duong Manh Hung - who directly directed the two interdisciplinary inspection teams, affirmed that this is a key task in the peak market control period at the end of the year. The inspection teams will follow the correct procedures, be objective, transparent, and closely coordinate with the forces to achieve the highest efficiency. The Hanoi Market Management Force pledges to strictly handle violations, prevent smuggling, trade fraud, counterfeit goods and poor quality goods, contributing to maintaining market stability, protecting the interests of consumers and the reputation of goods in the capital.

The results of the inspection and handling will be compiled by the Hanoi Market Management Department and reported to the Hanoi City Steering Committee 389 and the Hanoi City People's Committee by the Department of Industry and Trade, as a basis for directing further measures in the work of preventing and stopping violations, ensuring market stability and product safety for the 2026 Lunar New Year.
