Accordingly, the project will build two bridges Phu Luu 1 and Phu Luu 2 across Con Hen oasis to replace the old Phu Luu bridge which is deteriorating. The project starts from the Truong Gia Mo - Le Duc Anh extension intersection (Vy Da ward) and ends at the planned intersection Nguyen Binh Khiem - Ho Quy Ly (Phu Xuan ward).

The total length of the bridge and road is about 1.8km, of which the two overpasses over Con Hen are about 400m long, with a cross-section of 26m wide. The project includes sidewalks, trees, lighting, drainage and traffic safety systems, and is expected to be implemented in 4 years.

Currently, the Hue City Department of Construction has also provided feedback and guidance on the procedures for the architectural design competition for the Phu Luu 1 and Phu Luu 2 bridges. The Hue City People's Committee is directing relevant units to finalize the dossier for approval of the investment policy for the project and will continue to request central government support for funding in the 2026-2030 period to implement this project.

The Phu Luu bridge, spanning the Perfume River and leading to Con Hen islet, is in serious disrepair.

Con Hen, located in Vy Da ward, Hue city, is located in the middle of the Huong river, currently has an area of nearly 24 hectares with more than 1,000 households living there. Since 1965, Thua Thien Hue province (now Hue city) built Phu Luu bridge to connect Con Hen oasis with Nguyen Sinh Cung street.

The Phu Luu Bridge, originally constructed with concrete pillars and wooden crossbeams (later replaced with steel), has a concrete and asphalt surface that has deteriorated and suffered damage in many areas after nearly 60 years. Due to its narrow width of just over 3 meters, the movement of people, students, and tourist vehicles from Hue City to Con Hen Island is difficult and problematic, frequently resulting in traffic congestion.

The dilapidated condition of Phu Luu Bridge is causing difficulties for residents of Con Hen Island in their daily commute.

Therefore, the wish of the people in Con Hen is that Hue City will soon build a new bridge to replace the old, degraded Phu Luu bridge to ensure safety.

Previously, at the end of July 2025, the People's Committee of Hue City approved the investment plan for the renovation project of Con Hen area with a total budget of 925 billion VND. The renovation project covers an area of 8.2 hectares and will be implemented from 2026 to 2029 with the following components: constructing a 3.2km long embankment to reinforce and protect Con Hen; building a 2.5km road on top of the embankment; renovating the riverbank, planting trees, installing street lighting, and arranging parking areas; and expanding Ung Binh road. The project will relocate and resettle 178 primary households and provide 150 plots for secondary households in Con Hen.
