According to Decision No. 2360/QD-CTN signed by President Luong Cuong on December 9th, two citizens were awarded the Medal of Courage: Mr. Phan Duy Quang (born in 1978, residing in Tay An Vinh village) and Mr. Le Van Sanh (born in 1988, residing in Tay An Hai village, Ly Son Special Zone).
As reported by CAND Newspaper, on the afternoon of November 6, due to a family conflict, Mr. Duong Quang Cuong (born in 1981, residing in Ly Son special zone) went to Tay An Vinh wharf area and suddenly jumped into the sea. Seeing that, Mr. Sanh and Mr. Quang, despite the impact of storm No. 13 causing big waves and strong winds, rowed a boat out to sea to rescue people.


After pulling Mr. Cuong onto the boat, strong winds and high waves pushed the boat further and further away from the shore. Upon receiving the information, the Ly Son Special Administrative Region authorities mobilized resources and personnel to rescue the three victims. However, due to strong winds and high waves, the search operation had to be temporarily suspended by the evening of November 6th.
Cuong, Sanh, and Quang drifted at sea, and on the evening of November 6th, their boat was sunk by waves. In the early morning of November 7th, the waves separated the three, leaving them adrift at sea, caught in Typhoon No. 13.
Next, many vehicles including Border Guard ships, helicopters and fishing boats of Ly Son fishermen joined the search for the three victims. At around 9am on November 8, after 2 days of drifting, Mr. Quang was discovered and rescued first by the Hai Nam 39 ship; in the afternoon of the same day, Mr. Sanh was rescued by the An Vinh Express ship; at around 6pm on the same day, Mr. Cuong was also successfully rescued by a fishing boat.
On the night of November 8, all three men Quang, Sanh, and Cuong were brought safely to Ly Son Island.
