
The National Assembly passed the Law amending and supplementing a number of articles of the Statistics Law.
On the afternoon of December 10th, the National Assembly voted to approve the Law amending and supplementing a number of articles of the Statistics Law with an absolute majority of 100% of the attending delegates (440/440 delegates) voting in favor. The law will take effect from January 1st, 2026.
Reduce administrative burden and increase data interoperability.
Before the vote, the National Assembly heard Minister of Finance Nguyen Van Thang present the report on the acceptance, explanation, and revision of the draft law. Based on the comments of National Assembly deputies in group and plenary discussions, the opinions of the Economic and Financial Committee, and the conclusions of the National Assembly Standing Committee, the Government has reviewed and finalized the draft.
Minister Nguyen Van Thang stated that the revised regulations focus on reducing the burden of administrative reporting, avoiding duplication of information between different levels and sectors, and enhancing the exploitation of statistical data from administrative sources. At the same time, the draft aims to promote the application of information technology and digital transformation, thereby improving the timeliness, transparency, and efficiency of the state statistical system.
The draft law also amends the group of regulations related to the organization of the state apparatus, in line with the policy of streamlining the apparatus, decentralizing and delegating power, especially in the context of many localities implementing a two-tiered local government model.
The revised content clarifies the name, functions, and tasks of the statistical unit after the reorganization at the district level and the merger of functions with specialized agencies, ensuring suitability to practical realities, capabilities, and staffing levels of the commune-level statistical team.
Enhance the use of administrative data and reduce reliance on statistical surveys.
Regarding regulations on professional and technical aspects of statistics, the amended law aims to expand the use of administrative data for statistical activities, reduce reliance on large-scale surveys, and ensure the objectivity, completeness, and consistency of statistical information. Avoiding duplication of tasks between agencies is also emphasized to improve efficiency and save resources.
In the field of information technology application and digital transformation, the draft law adds provisions in Articles 51 and 51b, fully covering the development and operation of the national statistical database, the application of information technology, the adoption of modern statistical methods, and the assurance of information security and data confidentiality.
The regulations provide a framework to ensure long-term stability, while the details of procedures and technical standards will be specifically guided by the Government , the Ministry of Finance, and the central statistical agency in sub-legal documents, in accordance with technological developments and management requirements at each stage.
