According to the People's Committee of Sam Son City, to implement the project, households and individuals whose land must be recovered have agreed with the State's policies and regulations and complied with the handover of the land. However, 11 households in Trung Ky residential group, Trung Son ward have not yet complied with the State's regulations and have given many different reasons.

People's assets are counted for preservation.

The residential land of these 11 households is located in the resettlement area to allocate land to households subject to relocation and resettlement to implement projects under BT contracts. This means that the delay in handing over the land in this area will affect the progress of the remaining projects.

Meanwhile, the Chairman of the People’s Committee of Sam Son City has decided to resolve the complaints of the households that filed complaints. Some households that filed complaints for the second time have also been resolved by the Chairman of the Provincial People’s Committee according to the provisions of law.
