This afternoon, September 26th, a regular press conference providing information on socio -economic issues in the city was held at the Ho Chi Minh City Press Center. At the press conference, a reporter from VOV Traffic Radio in Ho Chi Minh City asked: " Regarding the initial school year fees, some parents with children attending primary schools in Thu Duc City have reported that the school is asking parents to contribute a monthly allowance for nannies (on a voluntary basis) to the school. Does the Thu Duc City Department of Education and Training know about this issue, and does this contradict Circular 16/2018/TT-BGDĐT dated August 3rd, 2018 (Section 2, Article 3)?"
Ms. Nguyen Thi Thu Hien, Deputy Head of the Education and Training Department of Thu Duc City, answered questions at the press conference.
At the press conference, Ms. Nguyen Thi Thu Hien, Deputy Head of the Education and Training Department of Thu Duc City, said that the Education and Training Department had reviewed information from educational institutions regarding the content of fundraising activities, verified the information, and had a plan to handle those institutions that had implemented such activities.
According to Ms. Hien, every year the Department of Education and Training issues guidelines and regulations on fundraising and other fees right from the beginning of the year.
For the 2024-2025 school year, the Department of Education and Training issued document No. 1673/GDĐT dated September 9, 2024, regarding the rectification of fundraising for education and the operating budget of the parent-teacher association for the 2024-2025 school year, which includes the following content: " No fundraising is permitted to cover: teaching fees; expenses directly related to management staff, teachers, lecturers and employees; security and protection activities; fees for supervising students' transportation; fees for maintaining classroom and school hygiene; rewards for management staff, teachers and employees; and expenses supporting the management work of educational institutions" (Clause 2, Article 3 of Circular 16).
"Do not use funds from the parent-teacher association for the following purposes: "Protecting school facilities, ensuring school security, supervising students' transportation, cleaning classrooms and the school grounds, rewarding school administrators, teachers, and staff, purchasing machinery, equipment, and teaching materials for the school, classes, or for school administrators, teachers, and staff, supporting management, teaching organization, and educational activities, repairing, upgrading, and constructing new school facilities" (point b, clause 4, Article 10 of Circular 55).

Ms. Nguyen Thi Thu Hien also emphasized that at the school principals' briefing meeting on September 19, 2024, chaired by Mr. Nguyen Ky Phung, Vice Chairman of the People's Committee of Thu Duc City, along with leaders of the Department of Education and Training, the above contents were also implemented and reminded during the meeting.
Regarding the school year fees raised by reporters at this afternoon's press conference on September 26th, Ms. Hien affirmed: "Immediately after receiving the information and conducting a review, the Department of Education and Training directed educational institutions to: cease fundraising and return all funds that the schools had collected and used for improper purposes. They were instructed to seriously study the document and strictly adhere to the directives and spirit of Circular 16/2018/TT-BGDĐT. The Department of Education and Training will conduct inspections of the implementation of fundraising activities at these institutions in the coming period and advise on handling units that violate financial principles."
