This afternoon, September 26, at the Ho Chi Minh City Press Center, a regular press conference was held to provide information on socio -economic issues in the city. At the press conference, a reporter from VOV Traffic channel in Ho Chi Minh City asked: " Regarding the beginning of the year collection, some parents with children studying at primary schools in Thu Duc City reported that the school called on parents to support the contribution of the August allowance for nannies (on a voluntary basis) and paid to the school. Is the Department of Education and Training of Thu Duc City aware of this phenomenon and is this contrary to Circular 16/2018/TT-BGDDT dated August 3, 2018 (Article 3, Section 2)?".
Ms. Nguyen Thi Thu Hien, Deputy Head of the Department of Education and Training of Thu Duc City, answered at the press conference.
At the press conference, Ms. Nguyen Thi Thu Hien, Deputy Head of the Department of Education and Training of Thu Duc City, said that the Department of Education and Training has reviewed information fromeducational institutions about the content of the support campaign, confirmed the information and has a plan to handle the institutions that have implemented it.
According to Ms. Hien, every year the Department of Education and Training has documents guiding and correcting the work of mobilizing sponsorship or revenue from the beginning of the year.
In the 2024-2025 school year, the Department of Education and Training issued Document No. 1673/GDĐT dated September 9, 2024 on rectifying the work of mobilizing funding for education and operating expenses of the parent representative committee for the 2024-2025 school year, which includes the following content: " Do not mobilize funding to pay for: "teaching fees; expenses directly related to managers, teachers, lecturers and staff, security and protection activities; fees for looking after students' vehicles; fees for maintaining classroom hygiene and school hygiene; rewards for managers, teachers and staff; costs to support the management of educational institutions" (Clause 2, Article 3 of Circular 16)".
"Do not use the funds of the parents' representative committee for the following purposes: "Protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning schools, rewarding school administrators, teachers and staff, purchasing machinery, equipment and teaching aids for schools, classes or for school administrators, teachers and staff, supporting management work, organizing teaching and learning and educational activities, repairing, upgrading and constructing new school facilities" (Point b, Clause 4, Article 10 of Circular 55)".

Ms. Nguyen Thi Thu Hien also emphasized that in the meeting of principals at the beginning of the 2024-2025 school year on September 19, 2024, chaired by Mr. Nguyen Ky Phung, Vice Chairman of Thu Duc City People's Committee, and the leaders of the Department of Education and Training also deployed and reminded the above contents in the meeting.
Regarding the early school year collections reported by reporters at the press conference this afternoon, September 26, Ms. Hien affirmed: "Immediately after receiving the information and reviewing, the Department of Education and Training directed educational institutions: Request to stop the mobilization and return all the collected funds that the school has mobilized and used for the wrong purpose. Direct to seriously study the document, properly implement the direction and spirit of Circular 16/2018/TT-BGDDT. The Department of Education and Training will organize inspections of the implementation of the mobilization contents at the facilities in the coming time, advise on handling units that violate financial principles".
