HCMC: Considering implementing projects to build office buildings

On July 31, the Department of Construction of Ho Chi Minh City sent a document to the People's Committees of wards, communes, special zones and the Management Boards of construction investment projects in districts, towns and the former Thu Duc City regarding the implementation of new construction projects, repair, renovation and upgrading of offices of agencies, organizations and units under the management of the former district-level administrative units.

According to the Department of Construction of Ho Chi Minh City, to ensure the effective construction, repair, renovation and upgrading of working headquarters, ensuring savings for the city budget, the Department of Construction requested the People's Committees of wards and communes to coordinate with investors to review the needs and necessity to continue implementing new construction, repair, renovation and upgrading of working headquarters that are temporarily suspended under the direction of the People's Committee of Ho Chi Minh City.

Accordingly, for projects that no longer need to stop the project investment policy, the investor must report to the investment decision-making authority and the investment decision-making authority to carry out the procedures for stopping the project investment policy according to regulations.

For projects in need, they will continue to be implemented to ensure the needs of the beneficiaries. Project investors, based on the new functions of the project, will coordinate with the beneficiaries to propose the optimal treatment and investment options for each project, and submit them to the investment decision-making authority for consideration of adjusting the investment policy, adjusting the project, design, etc. to ensure the needs of use on the basis of efficiency and savings.

Previously, in Official Dispatch No. 4088 dated June 6, the Chairman of the Ho Chi Minh City People's Committee directed that for new construction projects, repair, renovation, and upgrading of working headquarters that are carrying out investment preparation procedures, design implementation after basic design or have organized bidding, signed contracts but have not yet started construction, the implementation of the next investment procedures should be temporarily suspended during the process of reorganizing the apparatus.

After completing the plan for arrangement and organization of the apparatus, assign project investors to review the necessity of investment and new uses of the project, coordinate with beneficiaries to propose optimal treatment plans, ensuring efficiency, savings, and anti-waste.
