On the morning of January 31st, the Thanh Hoa Provincial Police and the People's Committee of Muong Lat town, Muong Lat district, held a ceremony to announce the Prime Minister's Decision and present the Certificate of Recognition for National Service to the family of Martyr Vi Van Luan, a police officer from Pu Nhi commune, Muong Lat district, who bravely sacrificed his life for the cause of building and protecting the Fatherland, for the peace and happiness of the people.

On behalf of the authorized representatives, Colonel Phung Xuan Tien, Deputy Director of the Provincial Police, and Mr. Ha Van Ca, Secretary of the Muong Lat District Party Committee, presented the Decision and Certificate of Recognition for National Service to the family of martyr Vi Van Luan.
Attending the ceremony were: Colonel Phung Xuan Tien, Deputy Director of the Provincial Police; Ha Van Ca, Secretary of the Muong Lat District Party Committee; representatives of the Muong Lat District People's Committee, functional departments of the Provincial Police, Muong Lat District Police, and family members of martyr Vi Van Luan.
Comrade Vi Văn Luân, born in 1981, is a member of the Thái ethnic group from Tam Chung commune, Mường Lát district. In September 2020, he was transferred to work as a police officer in Pù Nhi commune, Mường Lát district, under the Ministry of Public Security's plan to assign regular police officers to the position of commune police chief. In his new position, with a sense of responsibility, dedication, and commitment to his work, Comrade Vi Văn Luân has always successfully completed all assigned tasks.
At approximately 7 PM on February 6, 2021, the Mường Lát District Police, in coordination with the police of the communes in the area, ambushed and arrested individuals involved in the illegal buying, selling, and transportation of narcotics from Tà Cóm village (Trung Lý commune, Mường Lát district) to Mau village (Mường Lý commune, Mường Lát district). During the arrest operation, the criminal group fiercely resisted with muzzle-loading rifles, resulting in the death of Major Vi Văn Luân.
In recognition of the sacrifice of Comrade Vi Văn Luân, on February 7, 2021, Minister of Public Security Tô Lâm signed a decision to promote him from Major to Lieutenant Colonel ahead of schedule. The Thanh Hóa Provincial Police and relevant agencies completed the necessary documents and procedures to submit to the competent authorities for processing the benefits and policies for Comrade Vi Văn Luân. On January 19, 2024, the Prime Minister signed a decision awarding the Certificate of National Recognition to the fallen police officer Vi Văn Luân, a former officer of the Mường Lát District Police, Thanh Hóa Province.
At the ceremony, authorized by the Prime Minister , Colonel Phung Xuan Tien, Deputy Director of the Provincial Police, and Mr. Ha Van Ca, Secretary of the Muong Lat District Party Committee, presented the Decision and Certificate of Recognition for National Service to the family of martyr Vi Van Luan.
Speaking at the announcement ceremony, Colonel Phung Xuan Tien, Deputy Director of the Thanh Hoa Provincial Police, on behalf of the Thanh Hoa Provincial Police leadership, shared the irreplaceable loss and grief of the family of martyr Vi Van Luan and expressed hope that the family of martyr Vi Van Luan would continue to uphold traditions, transform grief into action, overcome difficulties, and contribute to the development of their homeland.
The Deputy Director of the Thanh Hoa Provincial Police affirmed that the posthumous awarding of the title of Martyr and the presentation of the Certificate of Recognition from the Fatherland to the family of Lieutenant Colonel Vi Van Luan demonstrated the concern, recognition, and honor bestowed by the Party, the State, and the Ministry of Public Security upon the heroic sacrifice of Comrade Vi Van Luan. This is not only an honor and source of pride for the family and lineage of Martyr Vi Van Luan and the locality, but also has educational significance for generations of police officers in Thanh Hoa province, encouraging each officer to continuously learn, train, and wholeheartedly serve the Fatherland and the people.
