Exchange and share experiences in implementing expressway projects

This morning (June 1st), Deputy Minister of Transport Le Dinh Tho chaired a conference to exchange and share experiences in implementing expressway projects, using a hybrid format combining in-person and online participation with 37 connection points in various localities.

At the Binh Thuan location, authorized by the Chairman of the Provincial People's Committee, Mr. Huynh Ngoc Thanh - Deputy Director of the Department of Transport - presided over the meeting, which was also attended by representatives of the provincial departments and agencies.

At the conference, Deputy Minister of Transport Le Dinh Tho emphasized: The 10-year socio -economic development strategy for 2021-2030, approved by the 13th National Congress of the Party, identifies one of the three strategic breakthroughs as "Continuing to improve the synchronous and modern economic and social infrastructure, with a focus on prioritizing the development of key transportation infrastructure..." The goal set by the Party and Government is to strive for 5,000 km of expressways nationwide by 2030, completing the Eastern Expressway and over 3,000 km of expressways by 2025.

To achieve the national goal of having over 3,000 km of expressways by 2025, this is a huge but extremely difficult task. The implementation of expressway projects varies significantly from locality to locality. Therefore, during the project implementation process, it is crucial to share practical experiences regarding procedures, land acquisition, construction management, project management, etc., so that the central government and local authorities can effectively coordinate the projects.

The conference heard representatives from the Department of Construction Investment Management share some experiences in implementing the North-South East Expressway projects, phase 2021-2025; the appraisal and approval of investment projects; the appraisal of technical designs and cost estimates; and coordination efforts to expedite land clearance. Accordingly, the North-South East Expressway project, phase 2021-2025, is 721.3 km long and comprises 12 component projects, with the investment policy approved by the National Assembly in January 2022. By July 13, 2022, the Department of Construction Investment Management had advised the Ministry of Transport to approve all 12 component projects, meeting the required quality and progress standards.

The conference featured numerous presentations from relevant units on experiences in project implementation, including: experiences in design and cost estimation; investment project planning and technical design; topographic, geological, and hydrological surveys; and exploration of construction material quarries.

In addition, delegates also had many discussions and exchanges of opinions on: procedures for exploiting construction material mines; management of construction material prices; security and order during project implementation; some common issues encountered during inspections; and auditing of projects awarded through direct contracting...
