Project implementation ensures progress and quality

The Resolution clearly states: The implementation of the Quy Nhon - Pleiku Expressway Construction Investment Project (the Project) for which the National Assembly decided on investment policy in Resolution No. 219/2025/QH15 dated June 27, 2025 must ensure compliance with legal provisions, progress, construction quality, strict management and economical, effective, public and transparent use of capital.

The Chairman of Gia Lai Provincial People's Committee decided to approve the project according to regulations.

Regarding the order, procedures, authority to appraise and decide on project investment, the Government requests the Chairman of the Gia Lai Provincial People's Committee to exercise the authority of the investment decision maker, organize the preparation and appraisal of the Feasibility Study Report and decide on project approval according to the provisions of Clause 1, Article 3 of Resolution No. 219/2025/QH15; organize the appraisal and approval of the appraisal results of the environmental impact assessment reports of component projects under the authorization of the Minister of Agriculture and Environment according to the provisions of law.

The Chairman of the Gia Lai Provincial People's Committee and the head of the competent authority shall apply the form of designated bidding for bidding packages under the Project, including bidding packages for compensation, support and resettlement as prescribed in Clause 3, Article 3 of Resolution No. 219/2025/QH15.

Regarding mineral exploitation, the Government requires implementation according to the provisions in Clause 3, Article 3 of Resolution No. 219/2025/QH15.

The Government assigned the Ministry of Finance to preside over and coordinate with localities to advise the Government to balance and arrange sufficient central funding sources to implement the Project; guide and resolve within its authority or advise the Government and the Prime Minister to remove difficulties and obstacles (if any) related to the selection of contractors to implement the Project.

The Ministry of Finance shall coordinate with the Ministry of Construction to develop a plan to recover the Project's investment capital and repay the central and local budgets according to the Project's investment capital contribution, ensuring the accuracy of data related to the Project.

The Ministry of Agriculture and Environment shall organize the appraisal and decide to approve the appraisal results of the environmental impact assessment reports of component projects or authorize the Chairman of the Gia Lai Provincial People's Committee in accordance with the provisions of law, meeting the progress requirements of this Resolution; preside over and coordinate with relevant ministries, branches and localities to issue documents guiding localities and construction contractors on the implementation of the specific mechanism on the exploitation of mineral mines for common construction materials prescribed in Clause 7, Article 3 of Resolution No. 219/2025/QH15 according to its authority.

The Ministry of Construction shall preside over and coordinate with the Ministry of Finance, relevant ministries, branches and localities to develop a plan to recover the Project's investment capital and repay the central and local budgets according to the Project's investment capital contribution to ensure the accuracy of data related to the Project.

Provide technical support, coordinate to remove difficulties and obstacles; enhance professional capacity for localities to ensure meeting decentralization conditions when implementing projects; fully perform the responsibilities of the Ministry of specialized construction management as prescribed in Article 163 of the Construction Law and guiding Decrees and Circulars.

At the same time, the Ministry of Construction shall preside over and coordinate with the Ministry of Finance, relevant ministries, branches and localities to regulate the organization of maintenance, management, use and exploitation of works after completion by localities according to their authority; inspect compliance with standards, technical regulations, planning, investment plans, construction of works, synchronous connection of road networks in the region and the whole country; preside over and coordinate with the People's Committee of Gia Lai province to develop Government Reports and Submissions to the National Assembly at the year-end session on the implementation status of the Project and send them to competent authorities according to regulations.

Vietnam Electricity Group organizes the implementation of the sub-project or sub-projects for the relocation of power works with voltage from 110 KV or higher as prescribed in Point a, Clause 6, Article 3 of Resolution No. 219/2025/QH15, coordinates with the Project investor to perform assigned work to ensure the Project progress milestones.

The Government requires the Gia Lai Provincial People's Committee to take full responsibility for the progress, quality and efficiency of projects under its management; absolutely not allowing negativity and waste to occur, causing loss of state assets.

Responsible for ensuring capital sources as prescribed in Clause 5, Article 2 of Resolution No. 219/2025/QH15 of the National Assembly; compensation, support and resettlement progress of the Project; progress and quality of component projects assigned to the managing agency or competent agency.

Exercise the authority and responsibility of the investment decision maker and competent authority according to current regulations in organizing the implementation of component projects, ensuring the progress of completing the project and putting it into operation and exploitation in 2029.

Organize the preparation, appraisal and approval of environmental impact assessment reports for each component project according to authority to meet the progress requirements of this Resolution; inspect and review construction plans and sectoral plans related to the Project to promptly adjust them according to current regulations, ensuring the promotion of investment efficiency of the Project.

Organize the preparation, examination, appraisal, and approval of decentralized component projects and carry out subsequent tasks to ensure project commencement progress as required in this Resolution.

Organize surveys, prepare construction material survey dossiers to serve component projects; organize compensation, support, resettlement and identify construction solid waste dumping sites to ensure project progress; inspect, control and strictly manage construction material prices. Direct affiliated agencies and units to regularly monitor and closely follow developments in the construction market to promptly update and announce prices of common construction materials according to legal regulations...

According to the Project Investment Policy Report, the Project implementation aims to form an East-West horizontal axis connecting the Central Highlands with the South Central Coast, connecting the vertical axis system (North-South Expressway in the East, North-South Expressway in the West, Ho Chi Minh Road, Truong Son East Road, National Highway 1, coastal road), promoting the effectiveness of projects that have been and are being invested in, meeting transportation needs.

At the same time, create space and motivation for regional space development with a synchronous and modern technical and social infrastructure system, connecting economic centers and seaports; improve competitiveness, create motivation for connection, promote cooperation and regional development...

The project has a total length of about 125 km. The preliminary total investment of the project is 43,734 billion VND. The project is expected to be completed in 2029.
