The conference aimed to address difficulties and obstacles, creating more favorable conditions for people to access policy-based loans and realize their dream of owning a home.

At the conference, the provincial branch of the Social Policy Bank, the Department of Construction, and businesses agreed to strengthen coordination and two-way information exchange; regularly update project progress and loan needs; and assign staff to be responsible for receiving applications for each project and each locality.
The bank is committed to simplifying procedures, shortening appraisal times, proactively securing funding, and fully meeting the demand for loans to purchase social housing, thereby contributing to the sustainable development of the social housing market.
As of October 2025, the Bank, in coordination with relevant agencies, has implemented 7 social housing projects with 1,032 customers. Total loan disbursements reached VND 514 billion, accounting for 17.4% of the completed apartments.

According to Decree No. 261, from October 10, 2025, the income ceiling for eligibility to purchase or rent-to-own social housing will be significantly raised. Specifically, it will be 20 million VND/month for individuals; 40 million VND/month for married couples; and 30 million VND/month for single people raising young children.
Income is verified based on the payroll or payroll records of the workplace. For those without a labor contract, verification will now be done at the commune-level police station instead of the commune-level People's Committee as before, making the procedure quicker and more efficient.
Provincial People's Committees are authorized to adjust income coefficients to suit local realities and issue incentive policies for households with three or more dependents.
Along with expanding the scope of eligible beneficiaries, the preferential loan interest rate has also been reduced from 6.6% to 5.4% per year, applicable to both principal and overdue balances.
Those who borrowed before October 10th will also have their contracts adjusted to the new interest rate. This policy is expected to contribute to ensuring social security and supporting low-income individuals in realizing their dream of owning a home.
