Implementing the resolutions of the Party, the National Assembly, the Government, and the drastic and timely direction of the Government and the Prime Minister, in 2024, the Finance sector proactively and resolutely deployed solutions, excellently completed the assigned tasks of finance - State budget, contributing to supporting the economy, removing difficulties for businesses and people, promoting economic growth, ensuring social security and people's lives. By December 27, 2024, the state budget revenue reached 1,977.3 trillion VND, equal to 117.4% of the estimate. Of which, domestic revenue reached 115.2% of the estimate, revenue from crude oil reached 126.2% of the estimate, and balanced revenue from import-export activities reached 134.2% of the estimate.
The Ministry of Finance has directed tax and customs authorities to focus on drastically implementing collection work right from the last days of the year, urging full and timely collection of arising amounts, amounts that have expired the extension period according to regulations, amounts receivable according to the conclusions and recommendations of the State Inspectorate and Audit agencies... Striving to collect an estimated VND 2,025.4 trillion for the whole year, an increase of 19.1% compared to the estimate, an increase of 15.5% compared to the implementation in 2023.
Along with the results of state budget collection, thanks to proactive management, state budget expenditure tasks in 2024 basically completed the set targets. Total state budget expenditure by December 31, 2024 is estimated at about VND 1,830.8 billion, equal to 86.4% of the estimate.
The results of state budget revenue and expenditure have contributed to ensuring the balance of the central and local budgets. The estimated state budget deficit in 2024 (including the Recovery Program) is about 3.4% of GDP, a decrease of VND 10,000 billion compared to the estimate.
During the year, the Ministry of Finance focused on directing units to promote digital transformation, modernization, and application of information technology in the field of financial management - State budget. The total number of online public services under the Ministry of Finance's management is 747 public services. At the conference, delegates discussed and analyzed the achievements, difficulties, and obstacles encountered in the implementation of financial and state budget tasks; they also proposed solutions and expressed their determination to implement financial and state budget tasks in 2025 with the goal of building and managing fiscal policy in harmony with monetary policy, contributing to maintaining macroeconomic stability, controlling inflation, and ensuring national financial security. They also aimed to ensure resources for implementing socio-economic development, national defense and security, and social welfare tasks, with a focus on investment in key national infrastructure, regional and inter-regional connectivity.
Implement comprehensive solutions to ensure national financial and monetary security.
In his directive speech at the conference, Prime Minister Pham Minh Chinh acknowledged, commended, and highly appreciated the efforts, endeavors, and high determination of the Finance sector in achieving outstanding results in 2024 amidst the economic challenges and difficulties posed by various factors.
Analyzing and pointing out some shortcomings, limitations, the causes of these shortcomings and limitations, as well as lessons learned, the Prime Minister suggested that in 2025, the Finance sector needs to make greater efforts and be more determined to effectively implement the tasks set out, contributing to creating the foundation for economic growth.
First and foremost, focus on accelerating and effectively implementing the reorganization of the administrative apparatus with determination and decisiveness, only discussing action, not retreating. Alongside this, concentrate on reviewing and perfecting institutions and policies to create a foundation for mobilizing resources for development.
Focus on proactive and flexible fiscal policy management; coordinate fiscal policy with monetary policy in a synchronized, close, and harmonious manner, contributing to maintaining macroeconomic stability, controlling inflation, and ensuring major balances.
Continue to do a good job in collecting state revenue with the principle of collecting correctly, fully, and promptly, supplementing resources for development. At the same time, manage and control budget expenditures strictly and economically. Thoroughly save and combat waste, especially in recurrent expenditures that are not truly essential.
The Prime Minister also requested the Ministry of Finance and central and local agencies to continue strengthening financial discipline and order; improve the efficiency of managing the allocation and use of state budget and public assets, in line with the goal of restructuring the economy and achieving sustainable development; and intensify inspection and auditing work, promptly handling violations.
Continue to promote administrative reform and digital transformation in the finance and budget sectors. Complete the synchronization of national and financial sector databases to ensure interoperability, connectivity, and data sharing to serve businesses and citizens.
The Prime Minister requested the Ministry of Finance to actively and proactively integrate into the international financial system and improve the effectiveness of foreign relations work. At the same time, he urged the Ministry to build internal unity and cohesion to effectively carry out assigned tasks and ensure national financial and monetary security.
