Accordingly, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan agreed and directed as follows: The Department of Finance is tasked with urgently advising and proposing the establishment of a City Task Force, the operating regulations of the City Task Force, and the establishment of a Support Group for the Task Force to implement tasks related to planning and renovating the space in the area east of Hoan Kiem Lake, and reporting to the Hanoi People's Committee by March 11, 2025.
The Party Committee of the Hanoi People's Committee shall draft a document reporting to the Standing Committee of the City Party Committee and the Executive Committee of the City Party Committee on the policy of implementing the investment project to build a special square and park in the area east of Hoan Kiem Lake, and submit it to the Hanoi People's Committee before March 13, 2025.
The Department of Agriculture and Environment is tasked with reviewing, systematizing, and providing a 1/500 scale topographic map of the area to the Hoan Kiem District People's Committee and the Institute of Construction Planning before March 10, 2025, to serve the preparation of the overall site plan and architectural design; providing cadastral information and records to the Hoan Kiem District People's Committee to serve the work of surveying, preparing compensation and support plans, and land clearance; and advising and proposing to the Hanoi People's Committee on adjusting the land use plan, allocating land use targets, etc., to serve the project implementation.
Regarding planning work: agree with the proposal of the Department of Planning and Architecture on the parallel implementation of the projects for the local adjustment of the H1-1B urban sub-area planning (Ho Guom area and surrounding area), scale 1/2000 and the general layout planning scale 1/500 (Detailed planning according to the simplified procedure), and the architectural plan for the land area east of Hoan Kiem Lake; The selection of the consulting unit shall be carried out in accordance with the regulations in Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting some specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City (Research area belongs to the TOD area of station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long - Tran Hung Dao).
Regarding procedures, the Department of Planning and Architecture is tasked with urgently advising and proposing to the Hanoi People's Committee to assign the Hoan Kiem District People's Committee to organize the preparation of the Local Adjustment of the H1-1B Urban Subdivision Planning (Ho Guom Lake area and surrounding areas), at a scale of 1/2000, the General Layout Plan at a scale of 1/500 (Detailed planning using a simplified procedure), and the Architectural Plan; and assigning the Institute of Construction Planning as the consulting unit to prepare the adjustments to the Urban Subdivision Planning and the General Layout Plan, before March 15, 2025.
Regarding architectural design: research should be conducted on architectural options for the area east of Hoan Kiem Lake, aiming to transform it into a special square and park area. This should include thorough investigation and survey of valuable architectural works that need preservation (French-era buildings at the Department of Culture and Sports, the Institute of Literature ( thuộc the Vietnam Academy of Social Sciences …), symbolic buildings and historical relics (historical revolutionary sites such as President Ho Chi Minh's visit to the Lighthouse,…) in order to develop preservation plans and propose appropriate and harmonious functions within the area's architectural landscape.
Research on planning and organizing underground space in the area east of Hoan Kiem Lake (approximately 3 basement levels), connecting the underground space of station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long - Tran Hung Dao, with appropriate technical solutions for conservation works during basement construction; proposing functions for use of underground space to ensure efficient land use and meet the needs of the people (should research and propose multi-functional use: public, cultural, service, commercial, infrastructure...).
After finalizing the architectural plans, the Department of Planning and Architecture, the Institute of Construction Planning, and the Hoan Kiem District People's Committee will organize the collection of opinions from organizations, individuals, and the local community as prescribed (the opinion collection will be conducted once for all three projects/plans).
Regarding the implementation of the investment project: after the local adjustment of the H1-1B urban sub-area planning (Ho Guom area and surrounding area), scale 1/2000 and the general layout planning scale 1/500 of the area east of Hoan Kiem Lake are approved, the Department of Finance is assigned to: Based on the regulations of the amended Law on Public Investment dated November 29, 2024, Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly, urgently advise and propose to the People's Committee of Hanoi City to separate the compensation, support and resettlement work into an independent project, meeting the progress requirements of the city's special key investment project (TOD area of station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long - Tran Hung Dao).
Urgently advise and propose to the People's Committee of Ho Chi Minh City to decide on the policy for the investment project to build a square - park (research in the direction of separating it into 02 phases: phase 1: investment in the construction of the above-ground part of the square - park in the form of public investment; phase 2: investment in the construction of underground works under the square - park together with the underground works of station C9 - urban railway line No. 2, phase 1 (2.1) Nam Thang Long-Tran Hung Dao, according to the TOD model).
Regarding the mechanisms and policies for land clearance, compensation, support, resettlement, and temporary housing arrangements for organizations and households within the investment project area: for the headquarters of the Department of Culture and Sports, the Institute of Literature - Vietnam Academy of Social Sciences, the Hanoi Population Sub-department, and the Hanoi Association of the Blind: the Department of Construction is assigned to take the lead in coordinating with the Department of Finance and the Department of Agriculture and Environment to review the city's managed housing and land fund and, based on the Law on Management and Use of Public Assets, propose locations for new headquarters for these units in accordance with regulations.
For households located within the project area: the Department of Agriculture and Environment is tasked with researching, advising, and proposing to the Hanoi People's Committee the application of the highest compensation mechanism and policies for residents, and arranging resettlement with land (in Dong Anh district) for those eligible for compensation for residential land.
The Department of Construction is tasked with researching, reviewing, and proposing arrangements for temporary housing for households (while awaiting resettlement land allocation) and selling resettlement housing to those who do not meet the criteria for resettlement with land, in order to stabilize their lives during land clearance.
For the headquarters area of the National Power Transmission Corporation, the Northern Power Corporation, the Hanoi Power Corporation, and the Power Hotel: the Department of Planning and Architecture is tasked with researching and proposing locations for new headquarters for these units (within the headquarters area of the Corporations - Cau Giay New Urban Area).
The City People's Committee Office, in coordination with the Department of Industry and Trade, is tasked with arranging a meeting between the City People's Committee leaders and the leaders of the General Corporations and units to finalize the plan and solutions to accelerate the implementation progress, before March 15, 2025.
Regarding the City's Citizen Reception Office: The Department of Construction, the Department of Finance, and the City People's Committee Office are tasked with researching and proposing a new location for the City's Citizen Reception Office, ensuring it is spacious and convenient for citizen reception work. A report must be submitted before March 15, 2025, prior to the relocation.
Regarding the Hoan Kiem Power Company Headquarters and the State Treasury Office Headquarters: the Hoan Kiem District People's Committee is tasked with reviewing land resources in the district, allocating suitable locations, or reporting and proposing to the Hanoi People's Committee for consideration and decision before March 25, 2025.
Regarding the land allocated for resettlement for the Project (and several other key projects of the City) in Dong Anh district: the People's Committee of Dong Anh district is instructed to urgently review and report to the People's Committee of Hanoi City on approximately 100 hectares of land to serve the resettlement work for the City's key projects.
