On the afternoon of January 8th, the People's Committee of Thai Binh province and the People's Committee of Nam Dinh province held a conference to announce Decision 1680/QD-TTg dated December 25, 2023, of the Prime Minister approving the investment plan for the Ninh Binh - Hai Phong expressway (CT.08), the section passing through Nam Dinh and Thai Binh provinces, under the public-private partnership method.

Representing Thai Binh province were: Mr. Ngo Dong Hai, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation; Mr. Nguyen Tien Thanh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee; leaders of the Provincial People's Council and People's Committee; the Provincial National Assembly Delegation; leaders of several departments and agencies; and leaders of two districts: Kien Xuong and Thai Thuy.
The conference announced Decision No. 1680/QD-TTg dated December 25, 2023, of the Prime Minister approving the investment plan for the construction of the CT.08 expressway section through Nam Dinh and Thai Binh provinces under the public-private partnership (PPP) model. Accordingly, the road will be built according to expressway standards (TCVN 5729:2012), with 4 complete lanes and a design speed of 120 km/h. The project is expected to be implemented from 2023 to 2027. The road will be approximately 60.9 km long. The starting point of the project is at Km19+300 at the beginning of the Day River bridge on the Nam Dinh side, in Nghia Thai commune, Nghia Hung district, Nam Dinh province; the end point is at approximately Km80+200 at the intersection between the new National Highway 37 and the coastal road, in Thuy Trinh commune, Thai Thuy district, Thai Binh province. The expressway section passing through Nam Dinh province is 27.6 km long, and the section passing through Thai Binh province is 33.3 km long (traversing 10 communes in Kien Xuong district and 9 communes in Thai Thuy district). The total investment, excluding interest, is over VND 18,927.63 billion. The total investment, including interest, is VND 19,784.55 billion.
The People's Committee of Thai Binh province is responsible as the competent authority, presiding over and coordinating with the People's Committee of Nam Dinh province and relevant agencies and units to organize the preparation of the project's feasibility study report, implement the procedures for appraisal and approval of the project investment, and organize the implementation of the project in accordance with the approved plan and relevant legal regulations, ensuring quality, progress, and efficiency, and preventing corruption, waste, and loss of state assets and capital.
The leaders of Thai Binh and Nam Dinh provinces announced the decision to establish a Steering Committee for the Project. Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Thai Binh province, is the Head of the Steering Committee; the Chairman of the People's Committee of Nam Dinh province is the Permanent Deputy Head. The decision also specifies the members of the Steering Committee and their specific tasks. Simultaneously, the Plan for organizing and implementing the Project under the public-private partnership method was announced, outlining the functions, tasks, powers, and responsibilities of Thai Binh and Nam Dinh provinces; and relevant departments, agencies, and localities within the two provinces, in accordance with current laws, to ensure the most effective coordination and early commencement of the project's investment and construction.

Speaking at the conference, Comrade Pham Gia Tuc, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Nam Dinh Provincial Party Committee, expressed his pleasure that the project had been approved by the Prime Minister and stated that the project's achievements were due to the support and facilitation of the Government, the Prime Minister, and central ministries and agencies, along with the efforts of Thai Binh and Nam Dinh provinces over the past period. He emphasized that this is a very important project that promises to promote socio-economic development and attract investment to the two provinces; and affirmed that Nam Dinh province will make the utmost effort and determination to work together with Thai Binh province to complete the project on schedule and according to requirements.
Speaking at the conference, Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Thai Binh province, highly appreciated the socio-economic development of Nam Dinh province in recent years and considered it a driving force for Thai Binh province to continue striving for further development in the future.
The Provincial Party Secretary emphasized: The CT.08 expressway project is a long-awaited aspiration of the Party committees, governments, and people of the two provinces. It is a significant project that strengthens the long-standing, traditional, and historical relationship between the two provinces. Therefore, the responsibility of Nam Dinh and Thai Binh provinces is to continue to make even greater efforts, demonstrating determination, solidarity, and effective and synchronized coordination to ensure the project is implemented and completed for use as soon as possible.
The Provincial Party Secretary requested that the Party committees and governments of the two provinces coordinate regularly and maintain a high level of consensus in the methods and approaches for resolving arising issues, as well as in submitting proposals and recommendations to higher-level authorities. Localities within the project's scope should actively participate in land clearance work to facilitate project implementation. The Provincial Party Secretary expressed his hope that Nam Dinh and Thai Binh provinces will continue to unite and cooperate in many other areas to promote the socio-economic development of both provinces. He also requested that the investor proposing the project cooperate more actively and responsibly to complete the legal procedures as quickly and efficiently as possible.

The Chairman of the People's Committee of Nam Dinh province and the Chairman of the People's Committee of Thai Binh province respectfully received the directives from the Secretary of the Provincial Party Committee of Nam Dinh province and the Secretary of the Provincial Party Committee of Thai Binh province, and affirmed that they will make every effort and show the highest determination to ensure the project is implemented effectively in the coming time.
The leaders of the two provinces also agreed on several key tasks for the coming period, such as: accelerating the implementation of procedures to finalize the feasibility study report for the project and submit it to the Government for approval; developing a plan for project demarcation; approving the policy framework; implementing land clearance procedures; researching and proposing to the Government and central ministries and agencies to allow the use of sea sand as a construction material for the project…
At the same time, the leaders of the two provinces affirmed their determination to promptly implement and complete the project on schedule and according to the requirements set forth.
