From the 2026-2027 school year, students nationwide will use the same set of textbooks.

At the conference, Minister of Education and Training Nguyen Kim Son said that the preparation of a unified set of textbooks for the whole country will be implemented from the 2026-2027 school year.

According to Minister Nguyen Kim Son, the compilation, appraisal and promulgation of a unified set of textbooks will be carried out according to a strict and scientific process, inheriting the results achieved in the previous stage, while overcoming existing shortcomings.

"We must maintain and improve what we have done while preparing for the new phase," the Minister emphasized, while also requesting localities to review and improve conditions for implementing the program, especially facilities, finance and teaching staff.

The head of the education sector believes that the teaching staff is a key factor, not only in quantity but also in capacity, level and ability to adapt to new teaching requirements, especially integrated teaching, developing students' qualities and abilities.

Along with that, the Ministry of Education and Training will promote digital transformation and the application of artificial intelligence (AI) in teaching, but it needs to be done cautiously, appropriately and under control.

At the conference, Director of the General Education Department Thai Van Tai said that in the 2020 - 2025 period, the Ministry of Education and Training has completed the system of documents to meet the requirements of renewing the 2018 general education program and textbooks.

The process of compiling, appraising, approving and selecting textbooks is carried out publicly, transparently and with quality assurance. For the first time, the socialization of textbook compilation was successfully carried out with the participation of 7 publishers, 12 joint stock companies and nearly 4,000 authors nationwide.

The Ministry has also directed localities to actively compile local educational materials, contributing to the inclusion of regional specific content in the curriculum. The selection of textbooks is conducted democratically, publicly, in accordance with regulations, with the participation of teachers and parents and receives high consensus from society.

In the work of preparing staff, the Ministry of Education and Training coordinated with the Ministry of Home Affairs to review and report to the Central Government to add more than 27,800 teacher positions out of the total of nearly 66,000 positions assigned for the 2022 - 2026 period, contributing to reducing the shortage of teachers in many localities.

Along with that, facilities and teaching equipment are invested synchronously, the number of solid classrooms increases, the number of students per class decreases, creating favorable conditions for the implementation of the 2018 General Education Program.

By the 2024-2025 school year, the country will have 26,408 general education establishments. The new program will be implemented on schedule, ensuring openness and flexibility, helping schools proactively develop educational plans suitable to reality.

Testing and assessment are also innovated in a diverse and practical direction, reducing the pressure on scores, focusing on students' abilities and progress. The 2024-2025 high school graduation exam is the first exam under the new general education program, aiming to properly assess training objectives and serve as a basis for reviewing teaching quality and educational management.

Implementing the Politburo's request in Resolution No. 71 and the Prime Minister's direction, the Ministry of Education and Training will build a unified set of textbooks nationwide, moving towards providing free textbooks to students before 2030.

Thus, the Ministry of Education and Training has less than a year to complete, appraise and issue the first unified set of textbooks, to be used from the 2026-2027 school year, replacing the current "one program, many textbooks" mechanism.

This is considered a major shift in general education policy, aiming to ensure fairness in access to knowledge, while improving the quality, consistency and identity of Vietnam's education system.
