The Ministry of Industry and Trade has just issued Circular 60/2025 detailing the application of electricity prices, ensuring transparency, correct subjects and purposes of use.
A notable point is that the Circular has added separate regulations for the retail price of electricity for charging electric vehicles. Accordingly, stations, charging posts, and electric vehicle battery exchange cabinets for business purposes must install separate meters and apply prices according to the charging purpose. If charging electric vehicles is in a household electricity contract, the household electricity price will still apply.

The regulation requires the installation of separate meters because the operation of electric vehicle charging stations has a great impact on the power system, high electricity usage will especially affect the power system during peak hours.
Previously, the Ministry of Industry and Trade proposed two options for retail electricity prices for electric vehicle charging purposes. Option 1 is general, requiring charging stations/posts to have their own meters, while households installing charging posts will be charged household prices.

Option 2 provides more detailed regulations: if there is a separate meter, the price will be applied according to each purpose of use; if there is no separate meter, the price will be applied according to the electricity purchase contract. If the customer signs a household electricity contract but uses it for the purpose of charging electric vehicles, the entire electricity output will still be subject to the current household price.
Currently, the electricity price used to charge electric vehicles is applied according to Decision 14/2025, fluctuating between 1,565-4,298 VND/kWh, depending on the time frame.
For household electricity, Circular 60/2025 stipulates that each household using electricity at one point is applied one standard. In case many households share a meter, the standard is multiplied by the number of households.
In addition, in cases of new power supply, change of contract subject, change of meter reading date, or meter reading not coinciding with price adjustment date, specific calculation methods are prescribed to ensure the rights of electricity users.
The Circular also stipulates transitional provisions, continuing to apply some contents of Circular 16/2014 until the next adjustment of the average retail electricity price.
