The university and college graduation rates of citizens performing military service in some localities have improved this year, with Hanoi increasing by 4%, Hai Duong by 3%, and Hai Phong by 1%.
On February 24th, representatives from the Hanoi Capital Command announced that in 2024, 30 districts and counties in Hanoi received 3,700 conscription quotas. Units have issued conscription orders to 3,884 citizens, with 184 in the reserve. The districts with the highest number of recruits were Soc Son (213), Dong Anh (211), Ba Vi (213), and Chuong My (212).
The majority of Hanoi's conscripts this year are aged 18-21, accounting for 66.5%; those aged 25-27 only make up 5%. 63.6% of the conscripts are high school graduates; 25% are university, college, or vocational school graduates, including 7 Party members, a 4% increase compared to 2023.
Thirty districts and counties also organized Party awareness training courses for outstanding young people who applied to participate, aiming to recruit 15 Party members before their enlistment.

Head of the Military Personnel Department, Hai Phong City Military Command - Lieutenant Colonel Pham Ngoc Tuyen said that this year the city recruited 2,550 citizens for military service, achieving 100% of the assigned target. Thuy Nguyen district recruited the most people with over 500.
This year, Hai Phong City has 267 new recruits with university or college degrees, a slight increase compared to last year. Nearly 70 of them are Party members. City agencies have donated 2.5-3 million VND to families with citizens performing military service and provided 10 million VND in support to each enlisted citizen.
According to Mr. Tuyen, districts and counties in the area have supported and repaired houses for nearly 20 citizens with difficult circumstances who enlisted in the military, with funding of 50-80 million VND per family. In addition, the Department of Labor, War Invalids and Social Affairs, in coordination with the city's economic zone management board, organized job placement and vocational training counseling for approximately 2,200 citizens who completed their military service.
Colonel Nguyen Trong Hung, Deputy Commander and Chief of Staff of the Hai Duong Provincial Military Command, said that this year the entire province has been assigned a target of selecting 2,500 citizens to perform military service; conscription orders have been issued to 2,629 people, including more than 100 reserves.
Tu Ky District, Ninh Giang District, and Kinh Mon Town are the three units with the highest number of recruited citizens, each with over 240 people. Each new recruit going to perform military service receives support ranging from one to three million VND depending on the area. According to Colonel Hung, the educational level of this year's recruits has also improved, with 13% having graduated from university or college. Among the 2,500 recruits, two are Party members.
According to a representative from the Quang Ninh Provincial Military Command, the province's conscription quota this year is 1,950, and over 2,000 conscription orders have been issued, including for reserves. The highest number of new recruits is in Ha Long City with 335 people, followed by Cam Pha with 244, Dong Trieu with 235, and Quang Yen with 241.
Citizens will enlist in units under the Navy, Air Force; Brigade 454, Division 395 (Military Region 3); Regiment 244 (Quang Ninh Provincial Military Command); and the Quang Ninh Provincial Border Guard Command. 11% of this year's recruits are university or college graduates; among them are 4 Party members.
According to Article 31 of the 2015 Military Service Law, the general criteria for citizens to be called up for military service are a clear background; strict adherence to the Party's guidelines and policies, and the State's laws and regulations; and sufficient health and appropriate educational qualifications. Health is assessed after specialized agencies examine the eyes; teeth and jaw; ears, nose and throat; nervous system and mental health; digestive system; respiratory system; heart, blood vessels and muscles, bones and joints; genital diseases, dermatological diseases, etc.
Citizens called up for military service must have completed at least the 8th grade, with selection based on educational level. Localities facing difficulties in meeting recruitment quotas may consider selecting individuals with only a 7th-grade education. For ethnic minority groups with fewer than 10,000 people, no more than 25% of the recruited citizens must have primary school education, while the remainder must have secondary school education or higher.
In 2024, the recruitment and conscription of citizens into the military will be carried out in one phase. The handover of recruits will take place over three days, from February 25th to February 27th.
