On December 28th, in Ba Ria - Vung Tau province, the Ministry of Science and Technology (MST) collaborated with the People's Committee of Ba Ria - Vung Tau province to organize the workshop "Implementing the Science and Technology Program to achieve the goal of net zero emissions in Vietnam for the Southeast region". This is an important event, marking a new step forward in implementing the Net Zero goal for the Southeast region.

Developing technology and creating jobs in the green technology sector.

Speaking at the workshop, Minister of Science and Technology Huynh Thanh Dat stated that, in line with the Prime Minister's directive on implementing the Science and Technology Research Program to achieve net-zero emissions in Vietnam, the Ministry of Science and Technology has collaborated with agencies, organizations, scientists, and experts to urgently develop and issue the national-level Science and Technology Program with code number KC.16/24-30, aimed at achieving net-zero emissions in Vietnam.

This is one of the Ministry of Science and Technology's swift and timely action programs in implementing the directives of the Party, Government, and Prime Minister regarding Vietnam's commitment to Net Zero. This program will run parallel to other national science and technology programs already underway to jointly promote science and technology solutions, especially those focused on green technologies and greenhouse gas emission reduction technologies, contributing to Vietnam's commitment at the 2021 UN Climate Change Summit (COP26).

The Net Zero Science and Technology Program will serve as a foundation for creating breakthrough solutions in carbon capture and storage technology, reducing greenhouse gas emissions, aiming towards a green economy and circular economy, and improving the quality of life in Vietnam; promoting technological development, innovation, and job creation in the green technology sector, while enhancing competitiveness and promoting green growth and sustainable development in Vietnam.

According to the Minister, although the Program's objectives are quite broad, and the requirement to find new, green technological solutions poses a significant challenge for the business community and scientists, "However, with the sense of responsibility and dedication of all relevant agencies, as well as the decisive involvement and joint efforts of the business community, research institutes, universities, experts, and scientists, I believe that with the close cooperation and solidarity between state agencies, businesses, and the scientific community, we will turn challenges into opportunities, making Vietnam a model for sustainable development and innovation, and finding practical scientific and technological results and solutions to soon achieve the goal of net zero emissions in Vietnam," the Minister stated.

Ensuring a harmonious balance of economic, social, and environmental interests in the development process.

According to Mr. Nguyen Van Tho, Chairman of the People's Committee of Ba Ria - Vung Tau province, climate change is becoming increasingly complex and extreme, with increasingly serious consequences. This raises the issue that combating climate change is an urgent task that cannot be accomplished by a single nation alone, but requires a global and all-people approach. Therefore, green development is a global trend and an inevitable path of development for Vietnam in general and Ba Ria - Vung Tau province in particular. Businesses that are well-prepared with emission reduction plans will be more proactive in sustainable development, aiming to meet the government's commitment to achieving net-zero emissions by 2050.

To successfully implement the Government's commitment to achieving net-zero emissions by 2050, Ba Ria - Vung Tau province understands that the involvement of the entire political system, organizations, and especially the responsible participation of the business community is essential. This presents both a challenge and an opportunity for localities, organizations, and businesses to transition to green, develop sustainably, enhance competitiveness, and promote trade and investment cooperation for development, especially in the context of some countries and territories moving towards establishing carbon barriers on imported Vietnamese products.

Furthermore, with its advantageous natural and social conditions and existing infrastructure, Ba Ria - Vung Tau province is considered to have great potential for building and developing an offshore renewable energy/offshore wind power center. This would not only meet the socio-economic development needs of the Southeast region but also serve as a crucial link in promoting the development of the renewable energy supply chain in Vietnam and the region. Recently, on December 1st, 2024, at a series of events on oil, gas, and offshore wind power, the Prime Minister reiterated the orientation to make Ba Ria - Vung Tau one of the energy and offshore wind power centers not only of the nation but also of the region and the world.

At the same time, the Provincial Planning also set forth one of the important and overarching development principles, specifically: “ensuring harmony between economic, social, and environmental interests throughout the development process; protecting the environment, maintaining ecological balance, and not sacrificing the environment for economic benefits during development. Proactively responding to climate change, developing sustainably according to the green transition trend based on circular economy, green economy, and low-carbon economy, contributing to achieving the goal that Vietnam committed to at the COP26 Conference of bringing net emissions to “zero” by 2050.”

The Chairman of the Provincial People's Committee also stated that, in recent times, following the directives of the Government and the Prime Minister, Ba Ria - Vung Tau province has resolutely implemented strategies and plans according to the emission reduction roadmap to achieve Net Zero. At the same time, the province is implementing the project "Research and application of a circular economy model to serve the sustainable socio-economic development of Con Dao district in the period 2022 - 2025, with a vision to 2030".

Through this, the aim is to make Con Dao a pioneering island district and a model example in applying the circular economy domestically and regionally. In 2023, Ba Ria - Vung Tau's Provincial Green Index (PGI) ranked 8th nationwide, an increase of 11 places compared to 2022, and 4th in the Southeast region.

At the workshop, based on an analysis of the socio-economic characteristics, advantages, difficulties, and challenges of the Southeast region, experts exchanged experiences, shared solutions, and proposed orientations and solutions in science and technology to support the achievement of the Net Zero goal for the Southeast region in general and for each province and centrally-governed city in the region in particular.
