On the afternoon of December 12th, the international workshop "Application of Artificial Intelligence in Building a National Startup Database" was held in Hanoi as part of the Techfest 2025 event.
The event was attended by leaders from the Ministry of Science and Technology (MST), international experts, investment funds, universities, research institutes, and a large number of Vietnamese startup members.
In his opening remarks, Mr. Pham Hong Quat, Director of the Department of Startups and Technology Enterprises ( Ministry of Science and Technology ), emphasized that: “Data and artificial intelligence are becoming important foundations in policy planning, supporting innovation, and enhancing the competitiveness of businesses. The early establishment of a National Startup Database will not only help ensure information transparency but also create conditions for Vietnamese startups to connect deeply with regional and global ecosystems.”

Sharing international experience, Ojasvi Babber, CEO of Amity Technology Incubator (India), said that in India, when the government decided to focus on building a startup ecosystem, they started by supporting various educational institutions and contributing to human resource development. But to develop startups, the government began supporting incubators.
Experts from India also emphasized that for the ecosystem to thrive, data must be managed according to international standards, capable of being stratified, categorized, and providing suggestions tailored to the needs of each startup and each sector.

Meanwhile, Mr. Vu Ngoc Quyet, Chairman of LOCAAI, presented on "Intelligent Communication Infrastructure," a model applying AI to optimize communication, consulting, and support for businesses. According to Mr. Quyet, applying this technology will not only help small businesses and startups reduce operating costs but also expand their access to international markets and investors.
Meanwhile, Mr. Ngo Hoang Dong, Director of YESI and Chairman of NEXT Investment Fund, emphasized that the biggest challenge for Vietnamese startups today is not just capital or technology, but the lack of a sufficiently standardized information infrastructure to connect, evaluate, and share data in a timely manner.

The high-level panel discussion was lively, with the participation of domestic and international experts. Moderated by Dr. Vu Viet Anh, the speakers focused on three key issues: mobilizing resources for national data infrastructure; operating models based on international standards; and AI solutions to enhance transparency, standardization, and connectivity for Vietnamese startups.
Many recommendations have been put forward, emphasizing the need for synchronization between regulatory bodies, businesses, investment funds, and the technology community.
The conference also included the launch of the “Open AI Network – Global Connection (AION)”. This initiative aims to build a community for sharing AI knowledge and resources; connect researchers, businesses, and startups both domestically and internationally; and contribute to the formation of national data infrastructure. AION is expected to become an important bridge to promote AI research and development capabilities in Vietnam.
