To meet the requirements of socio -economic development, especially in rural and mountainous areas, from mid-2024, Quang Ninh province implemented the Project for the renovation and upgrading of rural transportation in the period 2024-2025, with a vision to 2030. With the active participation of local authorities, many projects were completed and put into use before the Lunar New Year of the Year of the Snake 2025, bringing joy and opening up new opportunities for socio-economic development for the people.
The road connecting Cai Gian village, Nam Son commune, Ba Che district to provincial road 330B is nearly 1.3km long. This is an important transportation route for the villagers. However, the road is narrow and many sections are in disrepair, causing considerable difficulties for the daily lives, production, and transportation of forest products, especially during the rainy season.
Faced with the difficulties of the people, from mid-2024, Ba Chẽ district allocated over 13 billion VND to implement the project to renovate and expand the road, while also mobilizing people to donate trees and land for the road construction. With the support of the people, construction proceeded smoothly, and the road was completed and put into use before the Lunar New Year of the Year of the Snake 2025, much to the joy and excitement of the people. Mr. Dang Van Phu, Secretary of the Party Branch and head of Cai Gian village (Nam Son commune, Ba Chẽ district) shared: To ensure people understood and agreed, Party members in the village Party branch set an example by leading the movement to donate land for the road. At the same time, they propagated and persuaded directly or through the Party branch, respected village elders, relatives, and clans to create a ripple effect in the village and commune. Through this approach, the villagers understood their role and responsibility in building their homeland, and the people of Cai Gian village unanimously agreed to donate land and trees to expand and pave the main road of the village.
Mr. Khieu Anh Tu, Vice Chairman of the People's Committee of Ba Che District, said: Implementing the Quang Ninh Province Rural Transport Improvement and Upgrading Project for the period 2024-2025, with a vision to 2030, Ba Che District has developed a transport development plan with a total of 42 projects; of which 20 projects are in the 2024-2025 period, with a total length of approximately 30.7 km and an estimated cost of approximately 371.1 billion VND. 22 projects are in the 2026-2030 period, with a total length of approximately 134.8 km and an estimated cost of approximately 2,205.2 billion VND. In 2024, Ba Che District invested in 15 projects with a total cost of nearly 180 billion VND. To date, these projects have been completed and put into use, facilitating trade and economic development for the local people.
Implementing the rural road improvement and upgrading project for the period 2024-2025, with a vision to 2030, in Quang Ninh province, localities have actively participated, ensuring the project is on schedule. In 2024 alone, the province supported six localities: Ba Che, Binh Lieu, Dam Ha, Hai Ha, Tien Yen, and Van Don with a total capital of nearly 760 billion VND. To ensure the highest investment efficiency, all road projects are implemented using a "State and people working together" approach. In this approach, people donate land to relocate fences, while the State invests in improving and widening the road surface from 3.5m to over 5.5m, as well as installing lighting and drainage systems. Sections passing through densely populated areas are also invested in with sidewalks and greenery to complement the surrounding landscape. With the unanimous support of the people and the efforts of the investors and construction units, more than 40 roads have now been upgraded, renovated, and put into use.
Quang Ninh is a mountainous coastal province with complex terrain, therefore, investing in infrastructure projects, especially transportation in rural and mountainous areas, requires a very large amount of funding. Currently, there are still about 250 rural and mountainous roads in the province with only one lane, equivalent to a road width of 2.5-3m, with a total length of over 700km. These narrow roads are no longer suitable for the development trend and cannot meet the increasing needs of heavy-duty vehicles and the growing travel demands of the people.
Therefore, accelerating the "Rural Transport Improvement Project for the period 2024-2025 with a vision to 2030" will be an important prerequisite for promoting socio-economic development, transforming the appearance of rural and mountainous areas, aiming for the following goals by 2030: Quang Ninh will have 100% of its communes meeting sustainable new rural standards; 70% of its communes meeting advanced new rural standards and at least 40% of its communes meeting model new rural standards; and rural people's income will be three times higher than in 2020.
