Through a recent review, the National Competition Commission found that a number of individuals and organizations calling for investment and trading in goods showed signs of multi-level marketing without legal certification in Vietnam, named RF3WORLD, through websites such as www.Rf3worldvietnam.com, www.Rf3vietnam.com.
In addition, there are signs that related subjects also organize online programs to introduce and invite other members with the purpose of developing the system to enjoy commissions and economic benefits according to the multi-level model.
Up to now, the National Competition Commission affirms that it has not issued a certificate of registration for multi-level sales activities to any enterprise or organization named RF3WORLD mentioned above according to the provisions of Decree 40/2018/ND-CP dated March 12, 2018 of the Government on management of multi-level business activities (amended and supplemented by a number of articles in Decree No. 18/2023/ND-CP dated April 28, 2023).
Organizations and individuals conducting multi-level marketing business without being granted a certificate of registration for multi-level marketing activities can be subject to criminal prosecution with a fine of up to VND 5 billion or 5 years in prison (Article 217a of the 2015 Penal Code, amended in 2017).
Therefore, the National Competition Commission warns people not to participate in activities that show signs of illegal multi-level marketing as mentioned above to minimize risks and material and legal damages.
