Presenting the Draft Resolution on training in specialized professions in the field of arts, Deputy Minister of Culture, Sports and Tourism Phan Tam stated that the necessity of issuing a Resolution on training in specialized professions in the field of arts was due to the inconsistency between the provisions of the Law on Vocational Education 2014 and the Law on Higher Education 2012, amended and supplemented in 2018, leading to difficulties and obstacles in continuing to train specialized professions in the field of arts and greatly affecting the development of professional, high-quality human resources in the field of arts in Vietnam.
The Standing Committee of the National Assembly gives opinions on the draft Resolution on training in specific professional fields and occupations in the field of art.
Training in the field of art is a highly specialized process. This is a field that requires learners to have special talents, and must be oriented, discovered and nurtured to develop their talents from a very early age. Studying and becoming talented in the field of artistic talent must endure the hardships of professional study pressure, hard work and lack of family care from a very young age.

Purpose: To issue a Resolution on training in specific professional fields and occupations in the field of arts in order to remove bottlenecks and bottlenecks that are not specifically regulated in the law or are regulated but are still inadequate, overlapping, inconsistent, and not suitable to the reality and specificity of training in fields and occupations in the field of arts; to avoid the risk of interruption and breakage in the recruitment and training of artistic talents and high-quality human resources working in the field of culture and arts; to preserve and promote the value of Vietnam's cultural and artistic identity and to absorb the cultural quintessence of humanity.
The Government proposed 3 basic contents of the Draft Resolution including: The training time for intermediate level of specialized majors and occupations in the field of art is from 1 to 9 years; Higher education institutions that train specialized majors and occupations in the field of art are allowed to train at intermediate level, college level in specialized majors and occupations in the field of art and higher education institutions, vocational education institutions that train at intermediate level in specialized majors and occupations in the field of art are allowed to implement continuing education programs at lower secondary level, continuing education programs at upper secondary level for learners of specialized majors and occupations in the field of art according to regulations of the Minister of Education and Training.

Presenting his review opinion, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that the Standing Committee of the Committee basically agreed with the necessity of issuing a National Assembly Resolution on training in specific professional fields and occupations in the field of art. However, he requested that the drafting agency highlight the urgency of issuing this resolution according to a shortened procedure.
The Standing Committee of the Committee requested the drafting agency to consider and adjust the name of the Resolution towards a pilot Resolution , clearly defining the implementation time to comply with the provisions of the Law on Promulgation of Legal Documents.
Regarding the three contents of the Draft Resolution, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said: The Standing Committee of the Committee does not agree with the regulation of the training time frame for intermediate level in specific professional fields and occupations from 1 to 9 years and believes that learners must ensure input conditions and meet output standards based on the National Education System Structure Framework and the National Qualifications Framework.
For the goal of nurturing and training artistic talents, it is more convincing to research and develop appropriate policy mechanisms for learners, teachers, caregivers... in training facilities for specific specialized professions in the field of art.
The Standing Committee of the Committee basically agrees with the regulation allowing higher education institutions that train in specialized fields and professions in the field of art to train at intermediate and college levels in order to resolve problems arising from inconsistencies in the provisions of the law on education. The pilot implementation will be the basis for considering and deciding on the continued application or adjustment and amendment of the laws on education in the coming time.

During the discussion at the meeting, opinions stated that this is a special field and there is a legal gap. To complete the Draft, delegates said that it is necessary to clarify the objectives of the Resolution, the concepts between the Intermediate System and the Intermediate Level, creating unity in the common value framework in national education.

The National Assembly Standing Committee agreed on the need to issue legal documents on the issue of training in specific professional fields and occupations in the field of art. However, in what form of document to issue, the Government is requested to study more carefully and specifically./.
