According to reports from the Provincial People's Committee and the National Assembly's Committee on Culture and Education regarding the implementation of policies and laws in the areas under supervision, in recent years, the Party Committee and government of Thai Binh province have focused on issuing directives and guidelines, promptly institutionalizing the Party's guidelines and the State's policies and laws in the fields of culture, sports, tourism, education, training, information, communication, beliefs, religion, youth, and children.
The documents were issued promptly, ensuring constitutionality, legality, and consistency within the legal system; adhering to proper authority, feasibility, and practicality, creating a legal basis and framework for the socio-economic development of the locality. In the cultural field, the province focused on leading, directing, implementing, and effectively organizing the Party's resolutions and the Government's directives on cultural and tourism development; the documents issued by the province concretized the organization and implementation of cultural activities. The work of protecting and promoting the value of cultural heritage achieved positive results and created favorable conditions for organizations and individuals to participate in protecting and promoting heritage values. The implementation of tasks related to building grassroots cultural life and the network of public sports facilities was emphasized; The implementation of tourism planning has received attention... Information and communication work is diverse, timely, and reflects all aspects of life, effectively meeting the ideological orientation and information needs of readers; press planning has been seriously implemented, and the management of the activities of representative offices and resident reporters of press agencies has been emphasized. The province has paid attention to leading and directing religious affairs; ensuring and respecting the freedom of belief and religion of the people. In the field of education, policies on education have been promptly and correctly implemented by the province; investment in infrastructure, renovation, repair, and construction of schools and classrooms, procurement of supplies, toys, and learning materials... have been prioritized and resources have been mobilized. The scale and network of schools and classrooms remain stable, with diverse types, basically meeting the learning needs of the people. The quality of mass education, universal education, and literacy programs have received attention; Advanced education has been strengthened and improved. All 8 districts and cities have achieved Level 3 universal primary and lower secondary education; 100% of communes, wards, and towns have achieved Level 3 universal primary and lower secondary education and Level 2 literacy standards. The 2018 general education program has been implemented according to schedule, closely following the educational reform policies and directives from all levels. The network of vocational education institutions has been planned and reorganized, gradually investing in its comprehensive and diverse development. The dissemination of the Youth Law has been carried out with the participation of departments, agencies, the Provincial Youth Union, and localities, using diverse forms and activities and innovative models. Speaking at the working session, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, summarized some outstanding achievements in the province's socio-economic development in recent times. He respectfully acknowledged the opinions of the members of the supervisory delegation regarding the province; and further clarified the issues of concern to the delegation. He emphasized the importance of training high-quality human resources to meet current practical requirements; the management and promotion of the value of historical relics; the merger of educational institutions, school facilities, and high-quality sports facilities, etc. The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee expressed his hope to continue receiving the attention of the National Assembly's Committee on Culture and Education, especially regarding the issues that the province has proposed and recommended.
Concluding the working session, Comrade Nguyen Dac Vinh, Member of the Central Committee of the Party, Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on Culture and Education, and Head of the Supervisory Delegation, acknowledged and highly appreciated the efforts of Thai Binh province in implementing the Party and State's guidelines and policies in the areas covered by the supervision.
The comrade expressed his wish for the locality to continue implementing effective, practical, and flexible solutions and policies, as well as formulating a long-term vision in the education and training of high-quality human resources. He also urged continued focus on improving the quality of cultural activities and building a rich and high-quality cultural life at the grassroots level.
The comrade highly appreciated the quality and effectiveness of the project to support and improve the operational efficiency of cultural centers and sports facilities in villages and residential areas in Thai Binh province during the 2021-2025 period. In addition, focus should be placed on developing the cultural industry. To achieve economic value from the cultural industry, there must be professional cultural activities that create significant appeal and influence in society. Furthermore, Thai Binh needs to pay attention to infrastructure planning, creating conditions for the spread and development of mass physical education and sports movements.
