In his opening speech, Prime Minister Pham Minh Chinh stated that promoting administrative reform, enhancing decentralization and delegation of power, and building a streamlined, effective and efficient State apparatus continue to be identified by the Party and State as a focus and breakthrough in building a socialist rule-of-law State in the new period.

Over the past time, administrative reform work has continued to improve and progress, however, there are still many shortcomings, limitations, and many complications and obstacles in the internal operations of state agencies and in handling work and reforming administrative procedures (AP) for people and businesses. There is still a situation of avoiding and shirking responsibility, leading to congestion in handling work...

According to the Prime Minister, administrative reform includes 6 main contents: institutional reform; administrative procedure reform; reform of the state administrative apparatus; reform of the civil service system; public finance reform; building and developing e-Government and digital Government. The Prime Minister requested agencies to continue reviewing work in the spirit of "whatever is beneficial to the people, we will do our best, whatever is harmful to the people, we will avoid at all costs", so that people and businesses can access and carry out procedures and work in the fastest and most convenient way, reducing costs, time, effort, avoiding troubles and harassment, preventing corruption and negativity, and handling bottlenecks in work resolution...

The Prime Minister suggested that at the next meetings, it is necessary to study and deploy online connections down to the commune level; further enhance responsibility, strengthen decentralization to the commune level - the place closest to the people, the place closest to the people, the place that reaches the people the fastest, directly contacts and works a lot with the people and businesses.

The Prime Minister stated that there needs to be more effective solutions in administrative reform, to unblock, mobilize and effectively use all resources for national recovery and development in the current context.

At the conference, Minister of Home Affairs, Deputy Head of the Government's Steering Committee for Administrative Reform Pham Thi Thanh Tra said that up to now, 32.05% of administrative procedure settlement results have been issued with legally valid electronic copies for reuse; 67.32% of administrative procedure records have been digitized; and 25/25 essential public services have been integrated.

The National Public Service Portal has provided more than 4,400 online public services; has more than 7.77 million accounts; more than 212 million synchronized records; more than 17.49 million times of performing utility services; 17.72 million online records; more than 10.98 million online payment transactions with an amount of more than 6 million billion VND (an increase of more than 3 times compared to the same period last year)...

However, there are still many limitations in administrative reform such as administrative procedures in some areas still have many barriers and obstacles, especially in areas related to land, financial management, public investment, health, education, specialized inspection, import and export...

19 thematic resolutions on simplifying administrative procedures and citizen papers related to population management have not yet completed implementation.

The work of reviewing and amending documents under the authority regulating the submission and presentation of paper household registration books and temporary residence books is still slow. The issuance of internal procedures for handling administrative procedures and the revision of the information system for handling administrative procedures in some ministries, branches and localities is still slow; the rate of using online public services is still low.

The Minister of Home Affairs also said that the digitization of records and results of administrative procedures is still slow, especially the connection, sharing and reuse of digitized results so that people and businesses only provide information once. Online public services have only simply shifted from paper to electronic environment, without paying attention to restructuring the process and user experience, so they are not really convenient and simple for people and businesses. In many cases, both manual and online work is required, which is time-consuming. The level of satisfaction of people and businesses when performing administrative procedures is not high.

Along with that, the connection and exploitation of the National Population Database in handling administrative procedures still revealed many difficulties and inadequacies, causing inconvenience to people in some places and at times. The review and synchronization of results of handling administrative procedures on the National Public Service Portal in some places was not timely; the digitization of records and results of handling administrative procedures was still limited; the provision of online public services in some places was still formal and ineffective. The situation of delays in handling and returning results of handling records still occurred at all administrative levels, mainly in the fields of land, construction, etc.

The Minister of Home Affairs pointed out that among the causes, there is still the situation of clinging, local interests of the industry and field; the responsibility of performing public duties of a part of cadres and civil servants is not high, they are afraid of responsibility, shirk responsibility, causing trouble and harassment in solving work for people and businesses...
