In the process of fundamental and comprehensive reform of higher education , building and implementing a public service culture plays a crucial role, contributing to creating a professional, responsible, and humane working environment. Deeply aware of this importance, on May 28th, Hanoi University of Industry (HaUI) organized a symposium on "Public Service Culture in the Context of Current Higher Education Reform," attracting the participation of a large number of faculty and staff members of the university.
Professor, Dr. Nguyen Quoc Suu, Deputy Director of the Academy of Public Administration and Management, Ho Chi Minh National Academy of Politics, shared many insightful points at the conference.
The conference aims to create a space for experts, officials, and employees of the university to share and exchange views and perspectives on public service culture, while identifying challenges and proposing practical solutions to build a modern public service culture that is in line with the requirements of the new era at HaUI.
The event was attended by Assoc. Prof. Dr. Le Hong Quan - Secretary of the Party Committee, Chairman of the University Council; Dr. Nguyen Van Thien - Standing Deputy Secretary of the Party Committee, Vice Rector; Dr. Nguyen Van Thien - Vice Rector, along with management staff from various units and nearly 500 staff and employees of the University.
In his opening remarks, Dr. Nguyen Van Thien, Vice Rector of HaUI, emphasized the need to build a transparent and democratic working environment, ensuring professionalism, responsibility, dynamism, and efficiency. Hanoi University of Industry is implementing solutions to build a modern, humane, and happy university in line with the goals of university governance reform, creating a foundation for the sustainable development of the institution.

The highlight of the Conference was the insightful presentation by Professor Dr. Nguyen Quoc Suu - Deputy Director of the Academy of Public Administration and Management, Ho Chi Minh National Academy of Politics. The speaker emphasized that, in the context of the Party and State setting forth many directions and tasks for building and perfecting the socialist rule of law state, with four pillars: institutions, science and technology, international cooperation, and private economic development, in order to create breakthroughs in national development in the new era.
Whether it's a nation or an agency/organization, development goals and strategies cannot be separated from these important pillars. To achieve success, a comprehensive and vigorous implementation of many solutions is necessary. In the short term, it's crucial to accelerate the overall administrative reform program towards building a streamlined, democratic, modern, professional, dynamic, transparent, and effective administration. Within this, building, implementing, and enhancing a public service culture plays a key role in these crucial tasks.
The speaker offered diverse perspectives on public service culture, emphasizing that its essence is oriented towards positive values, for the benefit of individuals, groups, and more broadly, the community and the nation. In public service, especially in the educational environment, the humanistic element must be prioritized.
All regulations and decisions must be formulated and implemented in a way that ensures the supremacy of law, but they also need to be considered thoroughly in a humane, empathetic, understanding, and people-centered manner, avoiding mechanical actions that could cause unnecessary harm or negative consequences for individuals.

Professor Nguyen Quoc Suu also particularly emphasized professional ethics and academic integrity in the public service culture of higher education institutions. Every lecturer and scientist needs to be responsible for their work, learn, improve their expertise, and maintain honesty in research and teaching.
In the context of the rapid development of information technology and artificial intelligence (AI), maintaining core values is becoming increasingly important, helping educators adapt without becoming dependent, while providing proper guidance for the next generation of students, especially Generation Z.
The speaker emphasized the culture of conduct and responsibility towards individuals and groups, so that every official, employee, and student can work together, share experiences, and build trust and pride when mentioning HaUI, their second home; together preserving and developing the cultural identity of a higher education institution with a rich 127-year tradition, for the development of a leading and prestigious university brand in Vietnam.
