With its long history and rich cultural heritage spanning a thousand years, Hanoi has always been deeply aware that culture is both an immediate and a fundamental, long-term task; culture is becoming central to Hanoi's development policies; the perspective is to ensure harmonious development between economy and culture; cultural development is for the perfection of human character, building people to develop culture.

Deep awareness of cultural issues
A highlight in the implementation of building and developing the capital's culture is that, for many consecutive terms, the Hanoi City Party Committee has issued a separate major work program on cultural development and building elegant and civilized Hanoi citizens.

In particular, to concretize the Resolution of the 13th National Congress of the Party, the concluding remarks of General Secretary Nguyen Phu Trong at the National Cultural Conference; and the Resolution of the 17th Congress of the Hanoi City Party Committee, term 2020-2025, the Hanoi City Party Committee continues to issue and focus on effectively leading and directing Program No. 06-CTr/TU on “Developing culture, improving the quality of human resources, and building elegant and civilized Hanoi people in the period 2021-2025”.

In addition, to maximize and utilize resources in the cultural sector, during this term, the Hanoi City Party Committee also issued Resolution No. 09-NQ/TU, dated February 22, 2022, on "Developing the cultural industry in the Capital City in the period 2020 - 2025, with orientation to 2030 and vision to 2045".

Most recently, to strongly promote the revolutionary traditions, thousand-year-old civilization, heroism, peace, friendship, proactive spirit, creativity, self-reliance, self-improvement, and aspirations of Party members and the people of Hanoi, the Hanoi City Party Committee continues to make breakthroughs in building the culture and people of the Capital by issuing Directive No. 30-CT/TU dated February 19, 2024, on "Strengthening the leadership of Party committees in building elegant and civilized Hanoi people" - this is considered a solution to promote achievements, overcome limitations, and create strong changes in building elegant and civilized Hanoi people, building and implementing cultural values, family values, and standards for people of the Capital in the new era.

Hanoi is becoming a dynamic and developing city.

Over the years, financial resources invested in the development of culture and human resources in the capital city have increased in each period, with investment in culture steadily rising year after year. During the period 2021-2025, investment in culture is projected to account for 2% of the city's total budget revenue. The work of building and promoting cultural values, family values, and human standards in the capital city to meet development requirements has been implemented systematically, with a clear focus and priorities.

Significant achievements have been made in cultural development, improving the quality of human resources, and building elegant and civilized Hanoi citizens, contributing to the socio-economic development and ensuring political security and national defense of the capital. The capital's economic structure has undergone positive changes, with a high proportion of the service sector (accounting for approximately 65%), a strong recovery and growth in GRDP (Gross Regional Domestic Product), with each year exceeding the previous one and surpassing the national average growth rate, per capita income reaching US$6,000/person/year in 2023, and a rapidly growing middle class… Hanoi is becoming a dynamic and developing city, and the material and spiritual quality of life for its residents has improved.

Hanoi, the capital city, has the fastest-growing poverty rate, dropping sharply from 7.52% at the beginning of 2011 to 0.21% at the end of 2020. By the end of 2023, the poverty rate had further decreased to 0.03%, with the goal of eliminating poverty by 2025, contributing to narrowing the gap in access to cultural enjoyment among the people of the city.

The majority of key socio-economic indicators met or exceeded targets; the investment environment continued to improve; social welfare work and the quality of education and training showed significant progress; competitiveness and the business investment environment improved; political security and social order remained stable; Party building and the political system were strengthened, and the quality of Party organizations and members continued to improve.
