Developing culture for the development of human beings.
Starting from the "Outline of Vietnamese Culture" (1943); to the Central Committee Resolution No. 5 of the 8th Party Congress on building and developing an advanced Vietnamese culture imbued with national identity (1998); and in 2014, Resolution No. 33 on building and developing Vietnamese culture and people to meet the requirements of sustainable national development (referred to as Resolution No. 33-NQ/TW), it can be said that the Party's views, policies, and guidelines on culture have continuously developed and become increasingly comprehensive. However, regardless of the stage or context, the Party's consistent and overarching viewpoint has always been to ensure that culture truly becomes a solid spiritual foundation of society, an important intrinsic strength, guaranteeing sustainable development and firmly protecting the Fatherland. At the same time, culture must be placed on par with economics, politics , and society.
Building upon the cultural development achievements of the previous period, and supplementing and developing new content to suit current requirements and context, Resolution No. 33-NQ/TW once again affirms: Building a comprehensively developed Vietnamese culture, oriented towards truth, goodness, and beauty, imbued with national spirit, humanism, democracy, and science ; and simultaneously developing culture for the perfection of human character and building people to develop culture. In building culture, the focus is on nurturing people with good character and lifestyles, with fundamental characteristics such as patriotism, compassion, loyalty, honesty, solidarity, diligence, and creativity...
Based on that, the Resolution of the 13th National Congress of the Party also emphasizes the particularly important role of Vietnamese culture and people in guiding the country's development in the 2021-2030 period. It states: “Developing comprehensively the human being and building an advanced Vietnamese culture, rich in national identity, so that culture truly becomes an intrinsic strength, a driving force for national development and national defense. Increasing investment in the development of cultural affairs. Building, developing, and creating the most favorable social environment and conditions to awaken the tradition of patriotism, national pride, faith, and aspirations for a prosperous and happy country; the talent, intellect, and qualities of the Vietnamese people are the center, the goal, and the most important driving force for the country's development.”
It can be affirmed that the great and historically significant achievements over nearly 40 years of national renewal have not only created new strength and momentum for the country, but also laid an important foundation for the development of an advanced Vietnamese culture rich in national identity. In particular, during the 10 years of implementing Resolution No. 33-NQ/TW and nearly 4 years of implementing the Resolution of the 13th National Congress of the Party, Vietnamese culture is increasingly asserting its particularly important position and role in the sustainable development of the country. At the same time, through the path of "soft diplomacy," culture has been helping to bring the image of a beautiful, peaceful, safe, and friendly Vietnam to a wide range of international friends.
However, the rapid changes in socio-economic life, especially the increasingly deep integration, have brought with them many "anti-cultural" elements. At the same time, during the development process, the role of culture has not always been emphasized, valued, or placed on par with politics and economics. As the late General Secretary Nguyen Phu Trong pointed out, one of the reasons is that in leadership and management, many Party committees and authorities have not fully, deeply, and comprehensively understood the Party's cultural guidelines, especially in the current period of reform. Along with this is the low level of responsibility of Party committees at all levels, organizations within the political system, and the contingent of cadres and Party members in leading and directing cultural development. Furthermore, the methods of leadership and management of culture have been slow to innovate and have not adapted in a timely manner to the movement and development of culture in the period of accelerated industrialization, modernization, and international integration...
Pride and responsibility
Located in what is considered the "cradle" of national culture, Thanh Hoa province has always been proud of its rich, diverse, and valuable cultural traditions. In the broad sense of the concept of "culture," Thanh Hoa boasts the Dong Son culture – a brilliant pinnacle of national culture. In a narrower sense, the treasure trove of tangible and intangible cultural heritage of Thanh Hoa holds a worthy place in the rich and distinctive Vietnamese cultural heritage; with very typical representatives such as the Ho Dynasty Citadel (a World Heritage site) and the Lam Kinh National Special Monument... Especially, along with socio-economic development, in recent years, Thanh Hoa's culture has also continuously evolved and developed based on the principle of "both progressive and deeply rooted in identity," meaning always absorbing the new and the good while simultaneously promoting the essence of age-old cultural traditions. At the same time, the human factor is also promoted, affirming its role as the central, the subject, and the most important driving force in achieving socio-economic development goals and tasks.
However, in the current context, when the development of national culture faces many challenges, building and developing the culture and people of Thanh Hoa also poses new requirements, with new perspectives and visions. With pride in its cultural traditions and with a spirit and responsibility for the future development of its homeland and country, on July 4, 2024, the Thanh Hoa Provincial Party Committee issued Resolution No. 17-NQ/TU on continuing to build and develop the culture and people of Thanh Hoa in the new era. The resolution emphasizes the viewpoint: “The culture and people of Thanh Hoa are the solid material and spiritual foundation, the endogenous resources, and the important driving force for the rapid and sustainable development of the province. Cultural development must be placed on par with the economy, politics, and society; investing in culture and people is investing in rapid and sustainable development.” From there, the main goal is to "strive to become a prosperous, beautiful, civilized, and modern province by 2030; and a comprehensively developed and 'model' province of the whole country by 2045." At the same time, the vision for 2045 is to "build Thanh Hoa people into comprehensively developed and civilized individuals; a prosperous, beautiful, and exemplary province with a rich and distinctive culture, deeply rooted in national identity, and a modern, developed province, one of the major cultural centers of the region and the country."
It can be said that the drafting and promulgation of Resolution No. 17-NQ/TU, with its consistent viewpoint and objectives that are both comprehensive and specific, demonstrates an innovative mindset in the leadership of cultural development by the Thanh Hoa Provincial Party Committee. This is also consistent with the Party's policy on cultural development in the current context, which is that to revitalize and develop culture, first and foremost, it is necessary to continue to raise the awareness and leadership capacity of the Party and the management of the State in the field of culture. At the same time, it is necessary to continue to innovate the methods of Party leadership and State management to ensure unity of thought and action in building and developing culture.
In that spirit, Resolution No. 17-NQ/TU sets forth the requirement for Party committees and authorities at all levels to identify the building and development of Thanh Hoa's culture and people to meet the demands of integration in the new era as a regular, long-term goal and task, creating momentum for rapid and sustainable development. Therefore, leadership and guidance must be decisive, with specific programs and plans, appropriate to the locality, unit, and the province's development orientation. In propaganda and education, emphasis should be placed on raising awareness, arousing and promoting patriotism, national pride, conscience, and responsibility of each Thanh Hoa citizen towards themselves, their families, communities, society, and their homeland. At the same time, it is crucial to resolutely combat and refute erroneous views and harmful information on the internet that negatively affect the thoughts and behavior of cadres, Party members, and the people, especially young people.
In particular, emphasis will be placed on promoting the image of Thanh Hoa's culture and people to domestic and international friends, linked with investment, trade, tourism, and service promotion. The strength of the entire society will be mobilized to preserve and promote traditional cultural heritage and values, encourage the creation of new cultural values, and build brands for Thanh Hoa's distinctive cultural products. A healthy cultural environment and civilized lifestyle will be fostered within families, clans, localities, communities, agencies, units, schools, businesses, and in politics, economics, and public spaces. This will create a healthy environment for educating and training Thanh Hoa people to develop comprehensively in all aspects: "morality, intellect, physical fitness, and aesthetics," based on the core of national values, cultural values, family values, and the standards of Vietnamese people in the new era.
It can be affirmed that Resolution No. 17-NQ/TU deeply embodies the Party's viewpoints and policies on culture. This includes developing culture in conjunction with the values of "nationalism, democracy, humanism, and science"; and simultaneously, based on the foundation of national values – which are also the highest aspiration of our nation: "peace, unity, independence, a prosperous people, a strong nation, democracy, fairness, civilization, and happiness." With new thinking and vision, along with determination, decisiveness, and effectiveness in implementation, it is expected that Resolution No. 17-NQ/TU will truly become an important basis for building and developing the culture and people of Thanh Hoa in the new era. Through this, it will further affirm the position of Thanh Hoa as a land of "spiritual and talented people," rich in historical, cultural, and revolutionary traditions, always playing a crucial role in the history of nation-building and national defense of our people.
