Beltway 4 through Tay Ninh: Details of the project worth nearly 25,000 billion VND

The 74.5 km long Belt Road 4 project through Tay Ninh has a total investment of VND24,972 billion, focusing on site clearance of 579.5 hectares and construction of service roads, expected to start construction from 2026.

Overview of the Beltway 4 project through Tay Ninh

The Long An Construction Investment Project Management Board has announced the Environmental Impact Assessment Report for the Component 1-4 Project, part of the Ho Chi Minh City Ring Road 4 section passing through Tay Ninh Province. This project includes compensation, support, resettlement and construction of a system of collector roads and side roads.

The route is approximately 74.5 km long, starting at Thay Cai canal (border of Tay Ninh province and Ho Chi Minh City) and ending at the border area of ​​the two localities in Tan Lap commune, Tay Ninh province. The project passes through 15 communes of Tay Ninh province.

Scale and social impact

The total land use demand of the project is 579.5 hectares. The land structure to be recovered is mainly annual crop land (383 hectares), aquaculture land (104.4 hectares), residential land (79 hectares) and traffic land (12.85 hectares). It is expected that about 2,290 households with 10,350 people will be affected and 169 built graves will need to be relocated.

Construction and infrastructure project details

The project will deploy many important infrastructure items, including:

  • Side roads: Construction on both sides of the route with a total length of about 81 km, roadbed width of 8 m, design speed of 60 km/h. Sections passing through residential areas will have complete sidewalk investment.
  • Residential service road: Total length is about 54 km, roadbed is 5.5 m wide.
  • Overpasses: Construction of overpasses on side roads and service roads, and a bridge over Rach Ba Dang river.
  • Resettlement areas: Construction of technical infrastructure and leveling of 7 resettlement areas in the communes of Hoa Khanh, Duc Hue, Ben Luc, Rach Kien, My Loc, Phuoc Tay and Tan Lap.

Progress and total investment

The total investment of the project is 24,972 billion VND. The project implementation plan is divided into main phases:

  • Investment project approval: December 2025.
  • Compensation and site clearance: Quarter I/2026 - Quarter III/2026.
  • Construction: Quarter II/2026 - Quarter I/2028. Construction time for the road and infrastructure of the resettlement area is expected to be 24 months.

Tay Ninh traffic infrastructure context

The Belt Road 4 project is part of Tay Ninh province’s large-scale infrastructure development plan to enhance regional connectivity. In addition to this project, the province is also preparing to invest in 5 other key routes with a total capital of more than 1 billion USD:

  1. DT 826D: 5 km long, capital of nearly 979 billion VND (2025 - 2029).
  2. DT 822B (phase 2): 11.4 km long, capital of about 1,400 billion VND (2025 - 2028).
  3. Duc Hoa dynamic axis: 23.5 km long, phase 1 capital is 9,361 billion VND.
  4. DT 827E (remaining section): 19.5 km long, phase 1 capital is 7,570 billion VND (2026 - 2030).
  5. Tan An – Binh Hiep Road: 63.5 km long, phase 1 capital is more than 8,478 billion VND (2026 - 2030).
