The Supreme People's Procuracy of Vietnam attends the international conference on Criminal Science

Vietnam wishes to expand cooperation and sign agreements on mutual legal assistance in criminal matters with Latin American countries and is ready to cooperate with countries in the fight against high-tech crimes.

According to a VNA reporter in Havana, a delegation of the Supreme People's Procuracy of Vietnam, led by Deputy Chief Prosecutor Ta Quang Khai, attended the 16th International Conference on Criminal Science and the 4th International Conference on the Rule of Law, Law and Society in the capital of Cuba from March 24-28.

At the plenary session, Lieutenant General Ta Quang Khai, Deputy Chief Justice of the Supreme People's Procuracy, Chief Justice of the Central Military Procuracy of Vietnam, emphasized that the International Conference on Forensic Science and Rule of Law, Law and Society in Cuba is a forum to promote cooperation, share experiences and enhance understanding among countries; the Supreme People's Procuracy of Vietnam highly appreciated the significance of the conference's mechanism, especially in the context of the rule of law and law increasingly becoming important criteria of a civilized, democratic and humane judiciary.

In his speech on Strengthening international cooperation in the fight against high-tech crime in Vietnam, Mr. Ta Quang Khai shared that in the context of globalization and the Fourth Industrial Revolution, digital technology has become a driving force for socio-economic development; digital transformation is an inevitable trend, helping Vietnam and developing countries narrow the gap with the world, while promoting innovation and improving the quality of life.

However, the explosion of breakthrough technologies such as artificial intelligence (AI), 5G networks, biotechnology, especially the emergence of DeepSeek - a recent Chinese AI model - not only brings opportunities but also poses challenges, especially the rise of high-tech crimes.

New types of crime are increasingly sophisticated and constantly changing. Criminals take advantage of and exploit modern technologies and techniques to commit crimes in a more sophisticated and cunning manner; and are not only limited within the territory of a country but also cross borders and internationally.

Faced with this reality, Deputy Chief Justice of the Supreme People's Procuracy of Vietnam Ta Quang Khai proposed that judicial agencies, including the Procuracy and the Public Prosecutor's Office of other countries, should promote cooperation and share experiences in preventing and combating crime, especially high-tech crime; at the same time, he emphasized that criminal judicial assistance is an important international cooperation channel to help collect evidence and clarify transnational crimes.

Currently, Vietnam is a member of a multilateral convention of the Association of Southeast Asian Nations (ASEAN) on mutual legal assistance in criminal matters and 33 bilateral mutual legal assistance agreements with other countries, participating in 8 multilateral cooperation mechanisms on crime prevention and mutual legal assistance in criminal matters.

Mr. Ta Quang Khai affirmed that the Vietnam People's Procuracy wishes to expand cooperation and sign agreements on mutual legal assistance in criminal matters with countries in the Latin American region and is ready to cooperate with competent agencies of these countries in the fight against high-tech crimes to contribute to building a safe and healthy cyberspace worldwide.

Within the framework of the conference, the delegation of the Supreme People's Procuracy of Vietnam also had working sessions with the Supreme People's Procuracy of Cuba and the Cuban Military Procuracy to exchange experiences in preventing high-tech crimes and discuss measures to enhance bilateral cooperation.

The two sides also agreed to strengthen coordination mechanisms and regular exchanges at the leadership and working staff levels to exchange and share practical experiences; coordinate in implementing judicial assistance activities in criminal matters to support in investigating, verifying, collecting evidence, documents, and information to resolve criminal cases related to high-tech crimes.

At the meeting with Deputy Prosecutor General of the Russian Federation Nikolai Vinnichenco, the two sides affirmed the importance of strengthening cooperation between the two prosecutors' offices and promoting the signing of a bilateral agreement between the two military prosecutors' offices.

According to the program of activities, the delegation of the Supreme People's Procuracy of Vietnam visited the Vietnamese Embassy in Cuba and laid flowers before the statue of President Ho Chi Minh at the park named after him in the capital Havana./.
