Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations, delivered a speech at the discussion session.

The UN Deputy Secretaries-General for Peacekeeping and Political Affairs, along with representatives from over 70 countries, spoke at the discussion session, all affirming that UN peacekeeping and peacebuilding operations are essential tools for resolving conflicts, promoting political processes, and protecting civilians.

Most delegates assessed that UN peacekeeping operations are facing numerous challenges, ranging from a complex security and geopolitical environment and limited financial resources to increasing threats to the safety of peacekeeping forces.

Speaking at the session, Ambassador Do Hung Viet, Head of the Permanent Mission of Vietnam to the United Nations, emphasized that peacekeeping operations are one of the most concrete and clearest examples of multilateralism, but need to be adjusted and adapted more effectively to the new international context.

Based on that, the Head of the Vietnamese Delegation proposed four groups of solutions that should be prioritized for implementation in the coming period.

Firstly , peacekeeping operations need to pay special attention to the protection of civilians, especially women and children, identifying this as a central task, so that missions truly become a support system for the local communities.

Secondly , the United Nations and its missions need to further strengthen their mediation efforts, promote preventive diplomacy , and build upon the Secretary-General's initiatives to help resolve conflicts at their root, rather than merely focusing on crisis management.

Thirdly , member states need to fulfill their financial obligations fully and on time, linking commitments to concrete actions.

Fourth, the United Nations needs to strengthen its review and learning from the experiences of the past decades, including peacekeeping and post-conflict peacebuilding, as a basis for flexible application in the deployment of its mission in new circumstances.

Ambassador Do Hung Viet affirmed that, after more than a decade of directly participating in United Nations peacekeeping operations, Vietnam has always believed that multilateralism is a solid path to achieving and maintaining sustainable international peace. Vietnam will continue to work alongside its partners towards the goal of preserving global peace and security.
