This was the statement made by United Nations Secretary-General António Guterres in an interview conducted by the Vietnam News Agency in collaboration with Vietnam Television (VTV) on October 25, on the occasion of the opening ceremony and high-level conference of the United Nations Convention against Cybercrime (Hanoi Convention).

The opening of the Hanoi Convention coincided with the 80th anniversary of the founding of the United Nations (October 24, 1945 - October 24, 2025), making the event even more significant. UN Secretary-General António Guterres shared that the simultaneous occurrence of these two important events demonstrates that, 80 years after the UN's founding, multilateralism remains strong and continues to be a way to address the challenges of our time.

According to the UN Secretary-General, cybercrime is a major challenge that violates people's privacy, causing serious problems such as depression among young people, and inflicting heavy economic losses amounting to trillions of dollars, while previously the world lacked an effective international cooperation mechanism to address this issue. However, UN member states acted together and, after five years of negotiations, developed this convention. This demonstrates that, after 80 years of establishment, the United Nations continues to prove the role of multilateralism in addressing global challenges.

He further emphasized: The reality is that no single country can address global challenges such as climate change, threats to peace and security, cybercrime, or artificial intelligence alone, because all require international cooperation.

“We need multilateral institutions, and today’s ceremony is proof that multilateralism still exists and is effective. The United Nations remains as important to the world today as it was 80 years ago,” the Secretary-General affirmed.

The Secretary-General expressed his pleasure that the Convention against Cybercrime was chosen to be opened for signature in Vietnam, and affirmed that there could hardly be a more suitable place.

According to Antonio Guterres, Vietnam not only possesses the necessary capabilities and expertise to participate in addressing and responding to global cybersecurity challenges, but is also a country highly regarded and respected by the international community, with an increasingly elevated position in the global economy as well as in the international political and diplomatic arena.

Given the unprecedented challenges facing the world, requiring unprecedented mechanisms to respond, Secretary-General António Guterres acknowledged Vietnam's active support for the United Nations reform process.

He acknowledged Vietnam's continuous efforts in asserting its proactive and responsible role in addressing common global issues, particularly within the framework of the United Nations.

Vietnam has actively participated in many areas of international cooperation, from United Nations peacekeeping operations to promoting sustainable development, protecting the environment, and ensuring human rights.

Vietnam also places special emphasis on upholding the rule of law, adhering to and promoting the principles of international law, considering this as the foundation for maintaining global peace, security, and stability.

The UN Secretary-General emphasized that the world admires Vietnam – a country that has endured much suffering and loss in its struggle for independence and national reunification, but has risen strongly from adversity to become one of the fastest-growing economies in the world.

"Vietnam today is one of the important pillars of multilateralism and the strongest supporter of United Nations initiatives and activities," Guterres stated.

“We encourage Vietnam to continue to play a strong role in activities at the United Nations, contributing to making the UN more efficient, streamlined, and economical, providing better support to people in need around the world, as well as supporting governments in building sustainable and inclusive economic development strategies.”

Sharing his impressions of Vietnamese youth, as well as young people from other countries participating in the event, United Nations Secretary-General António Guterres emphasized the enormous and irreplaceable role of youth in the development process of each nation.

He stated that all the achievements Vietnam has made today, from the economy and education to science and technology, are due to the practical and creative contributions of the younger generation.

Secretary-General António Guterres affirmed that youth are not only the generation of the future, but also the generation of the present. The active and dynamic participation of Vietnamese youth in the building and development of the country is the strongest guarantee for Vietnam's aspirations for peace and development in the future.
