Vietnam - China pilot implementation of two-way goods transportation mechanism

On the morning of November 3, Mr. Vuong Trinh Quoc, Head of the Lao Cai Economic Zone Management Board, said that in order to limit the circulation of empty trucks clearing customs, reduce costs for businesses, and minimize congestion at the Kim Thanh (Vietnam) - Bac Son (China) border gate pair, Vietnam and China have agreed on a plan to transport goods in both directions on one vehicle clearing customs at this pair of border gates.

For imported vehicles and return cargo vehicles, they must declare and unload goods at customs inspection and supervision locations in the border gate area. For exported vehicles, goods are loaded and unloaded at KB1 Yard; in case KB1 Yard is overloaded, they are loaded and unloaded at Export Parking Lot No.

Enterprises participating in the pilot implementation of two-way cross-border freight transport must fully comply with the relevant regulations of each side regarding drivers, vehicles entering and exiting the country, and import and export goods; comply with obligations regarding fees, charges, and service prices for vehicles carrying export and import goods according to current regulations; vehicles participating in the pilot implementation of two-way cross-border freight transport must have sufficient conditions for international freight transport.

The pilot implementation of two-way freight transport through Kim Thanh (Vietnam) - Bac Son (China) International Road Border Gate No. II is being carried out based on the principle of equality and harmonization of interests between transport enterprises on both sides.

Mr. Vuong Trinh Quoc said that during the pilot period, agencies and units in the border gate area will continue to support import-export enterprises to ensure that goods are cleared as quickly as possible and still prioritize Vietnam's agricultural export products; in which, the Lao Cai Economic Zone Management Board will support enterprises on both sides to exchange information on vehicles and goods with each other to coordinate in performing related tasks during the pilot period.

After stable operation, the two sides' enterprises will discuss and agree on implementation. In addition, the Lao Cai Economic Zone Management Board also regularly discusses with the Hekou Border Gate Management Board (China) to resolve problems arising during the pilot implementation.

Lao Cai International Border Gate Customs Branch is responsible for guiding and supporting export and import enterprises to register locations for goods inspection and supervision according to regulations and the International Border Gate Border Guard Station to classify means of transport participating in the two-way cargo transportation pilot.
