Potential and challenges
From the tea hill in the early morning, looking down the valley, Vinh Tuong appears like a lyrical landscape painting. The deep green mountain range, the long fields along the river, the houses scattered between the vast land and sky. This geographical location is both an advantage and poses many challenges for the development process. Vinh Tuong is located in the West of Nghe An, the gateway connecting the midlands with the highlands, with a large natural area, fertile land, potential for developing agriculture , forestry and fisheries.
In addition, the presence of the Lam River as a source of nourishment, facilitating waterway traffic, and at the same time connecting the locality with neighboring areas. Thanks to that location, Vinh Tuong has the conditions to build concentrated raw material areas, develop industrial crops, raise large livestock, and at the same time connect trade of goods to other areas.
However, the mountainous terrain also makes Vinh Tuong face many difficulties. The infrastructure is not yet synchronized, the economy is small, so attracting investment is not favorable. In recent years, natural disasters, epidemics, especially the Covid-19 pandemic, have strongly affected production, making people's lives, especially ethnic minorities, more difficult. Many workers have to work far from home, while those who stay have to suffer from instability in production and income.
But as tradition has it, the more difficult it is, the more resilient and steadfast the people here are. In each village, the will to overcome difficulties remains as strong as the red thread connecting generations. Vinh Tuong does not avoid challenges, but considers them as a test, as a driving force to assert itself. The land may be steep, the sky may be harsh, but people's hearts never stop aspiring to rise up.
Change from resolution to life
On July 1, 2025, based on the merger of administrative units, Vinh Tuong commune was officially established. In the initial stage, there were many difficulties: stabilizing the organization and building a development orientation. However, with the spirit of solidarity and strong leadership, the commune has taken steady steps, creating outstanding marks in many fields.
In building the Party and the political system, Vinh Tuong pays special attention to political and ideological education, associated with studying and following Ho Chi Minh's ideology, morality and style. During the past term, the commune admitted 60 new Party members, adding youth and intelligence to the Party's grassroots organizations. Inspections and supervisions were conducted seriously, ensuring discipline. Direct dialogues between leaders and the people became a bridge of trust, connecting the Party's will with the people's hearts, arousing confidence in the leadership and management of the government.

The local economy has also made significant changes. The average growth rate in the period 2021 - 2025 reached 5.56%. In 2025, the total production value of the whole commune is estimated to reach more than 2,119 billion VND, an increase of more than 500 billion compared to 2020. Average income per capita reached 47.23 million VND/year, much higher than before. The economic structure has shifted in the right direction, gradually reducing the proportion of agriculture - forestry, gradually increasing the industry - construction and trade - service sectors.
In agriculture, the green tea hills, sugarcane and cassava fields have formed a stable raw material area, bringing sustainable economic value. The whole commune currently has over 300 hectares of industrial tea, over 200 hectares of sugarcane, and nearly 360 hectares of cassava. Livestock, poultry and aquaculture are focused on, with a forest cover rate of 33.5%. In addition, the industrial and construction sector has also developed strongly, with nearly 360 production facilities operating, creating jobs for more than 1,100 local workers.
Culture and society have many positive changes. The movement "All people unite to build a cultural life" is increasingly spreading, affirming the strength of community cohesion. Education and training have achieved high results, with 7/9 schools meeting national standards; the movement of excellent students and excellent teachers is continuously maintained. Primary health care is given attention, health stations meet national standards, the rate of people participating in health insurance is up to 92%. Poverty reduction has become a bright spot when reducing the poverty rate from 5.11% in 2021 to 1.58% in 2025.
Security and national defense are always maintained. Commune-level defense drills are rated as excellent, security and order are stable, and no hot spots last long. The commune also focuses on promoting the tradition of remembering the source of drinking water, showing gratitude to those who have contributed, and at the same time mobilizing many resources from children far from home to contribute to local development.
Those results, although not yet comprehensive, still affirm a reality: Vinh Tuong has walked more firmly on the new journey, leaving strong impressions in the hearts of cadres, party members and the people.
Steady and sustainable development
Closing the 2020 - 2025 term, Vinh Tuong entered a new phase with many intertwined opportunities and challenges. In particular, Resolution 39 of the Politburo on building and developing Nghe An to 2030, with a vision to 2045, has opened up a major direction, creating a foundation for the commune to grow strongly.
The general goal set by the Commune Party Committee is to develop rapidly, sustainably and comprehensively; build a synchronous infrastructure; improve the quality of people's material and spiritual life; consolidate national defense and security; build a clean and strong political system. Vinh Tuong also determined to promote the potential of cultural and spiritual tourism, forming tours associated with Cua Luy Temple, Anh Son Pagoda, Dong Truong Cave, Vietnam - Laos Martyrs Cemetery, contributing to making the locality a destination in the journey to the source of tourists.
By 2030, the commune aims for an average economic growth rate of over 7% per year; average income per capita of about 70 million VND; poverty rate reduced to below 0.6%; 100% of schools meeting national standards; population rate using clean water over 99%. Traffic, trade and service infrastructure will be invested synchronously, gradually forming an agricultural processing industrial cluster, creating new momentum for development.
To realize the goal, Vinh Tuong emphasizes continuing to build a strong Party and political system, improving the capacity and prestige of the staff, considering this a decisive factor. At the same time, the commune aims to develop green, clean agriculture, applying high technology, adapting to climate change. Traditional culture is preserved and promoted, becoming a fulcrum for developing community tourism and eco-tourism. Administrative reform is promoted, moving towards building a digital government and digital society to meet new requirements.
Above all, Vinh Tuong's aspiration does not stop at growth numbers, but is the desire to create a homeland where every citizen has the opportunity to change their lives, where cultural values are preserved, where the future opens up with faith and will.
In the historical flow of Western Nghe An, Vinh Tuong today is like a boat that has overcome rapids, moving forward with the oars of faith and consensus. What has been achieved in the past term is the foundation for the commune to continue on a new journey. And that journey, with the aspiration, determination and joint efforts of the entire population, promises to make Vinh Tuong a land not only beautiful because of its river and mountain landscape, but also full of vitality because of the will and achievements of the people here.
