Of which, the Capital Region Connecting Transport Infrastructure Project has a total investment of 1,800 billion VND, implemented in the 2021 - 2025 period, with a total route length of more than 26.7 km. Up to now, localities have only handed over 11.1 km/25 km of land, reaching 44%. On the handed over area, investors and contractors have constructed 6.6 km of roadbed, 1.75 km of asphalt concrete road surface, 16/72 cross-drainage culverts and 7/9 main bridges. The value of completed volume is estimated at about 370 billion VND, but the capital disbursement result in 2025 has only reached more than 16% of the plan.
At the Vinh Yen City Ring Road 2 Project (2.79 km long, capital of 277 billion VND), the site clearance volume reached 2.4 km, the remaining 0.39 km is stuck mainly at the intersection with National Highway 2C because the plan to recover residential land and agricultural land of 85 households has not been approved. In addition, the resettlement land has not been completed, making it impossible to relocate residents.
Regarding the Ring Road 2 Project in the West of Vinh Phuc City, Phase I (5 km long, investment capital of over 348.6 billion VND), up to now, 4.2 km of land has been cleared, the roadbed and drainage system have been basically completed, reaching 85% of the contract value. However, there are still 800 m that cannot be handed over because some households have not agreed on the compensation plan and still have opinions on the recovery of small agricultural land areas.
The leader of the People's Committee of Phu Tho province said that the delay in site clearance not only prolongs the construction progress but also causes public investment capital to be "stuck", directly affecting the infrastructure development and economic growth goals of the locality. The province has requested the Project Management Board to closely coordinate with departments, branches and local authorities to speed up the approval of specific land prices, complete resettlement procedures; at the same time, step up propaganda and mobilization to get people to agree and hand over the site soon.
The Provincial People's Committee also requested localities to be directly responsible to the province for the progress of implementation, and at the same time strengthen supervision of quality and safety during the construction process. The complete removal of obstacles is expected to help key projects - especially Ring Road 5 and Ring Road 2 - reach the finish line on schedule, contributing to the completion of inter-regional transport infrastructure, promoting investment attraction and local socio-economic development in the coming period.
