Kim Boi Commune builds a streamlined and efficient government apparatus

Kim Boi commune was established on the basis of merging 3 administrative units: Vinh Dong commune, Kim Boi commune and Bo town, with a natural area of over ^64km2 and a population of over 34,000 people. This is a large area with a large population, requiring a streamlined, scientific and effective government apparatus to meet the needs of management as well as serving the people.

Right from the beginning, the Commune Party Committee issued operating regulations, assigned specific tasks to each member, and established advisory bodies and specialized units under the Commune People's Committee. The work of perfecting the organization was associated with strengthening discipline and administrative discipline, improving the effectiveness and efficiency of public service implementation. Along with that, the commune focused on investing in information technology infrastructure, upgrading the online conference system, and gradually building a digital government platform.

In particular, the Commune Administrative Service Center, which has been put into operation, has become a highlight in administrative reform. Officials and civil servants are arranged reasonably, equipped with computers, printers, scanners, and an automatic numbering system, ensuring that documents for people are processed smoothly and quickly.

At the commune's Public Administration Service Center, the working atmosphere is urgent and scientific, and civil servants clearly demonstrate a spirit of dedicated service. Ms. Bui Thi Luyen, Kim Tien commune, shared when coming to do marriage registration procedures: "The facilities here are quite spacious and modern. The procedures are convenient and quick. The civil servants are open and enthusiastically guide each step, helping me and many people feel comfortable and receive attentive service."

In July alone, the Center received 705 applications, of which 692 were online and 13 were in person. The rate of timely results was over 60%, the remaining applications are being processed according to schedule. Notably, in the past two months, there have been no complaints or recommendations from organizations or individuals regarding the handling of administrative procedures.

Comrade Bui Thi Mai Lan - Standing Deputy Secretary of the Kim Boi Commune Party Committee said: After 2 months, the commune's administrative apparatus has basically operated smoothly, meeting the requirements of serving the people. The results achieved demonstrate the initiative and high sense of responsibility of the staff and civil servants. However, the implementation process is still limited, such as inadequate equipment, some procedures on the public service portal are still stuck. In the coming time, the commune will continue to thoroughly grasp the spirit of "taking people's satisfaction as a measure", promote staff training and apply information technology, in order to serve the people better and better.

In addition to the positive results, the implementation process still encountered some difficulties: The capacity of some grassroots officials was not uniform, the use of online public services was still hindered because some people were not familiar with technology, lacked smartphones or could not remember their VNeID accounts and passwords. To overcome this, Kim Boi commune focused on training and coaching to improve professional skills and communication skills for officials; at the same time, it arranged a force to provide direct guidance at the Public Administration Service Center, supporting people in operating the system.

With initial results, Kim Boi is gradually affirming the effectiveness of the two-level local government model. From a newly established apparatus based on merger, the commune has created a stable, modern, close-to-the-people, and people-oriented operation. The goal is to build a streamlined, effective, and efficient government, aiming towards a service-oriented administration, with the people at the center.
