Consider only the solutions, disregard the difficulties.
In implementing Resolution No. 21-NQ/TW, dated June 16, 2022, of the Central Committee on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period, the Lai Chau Provincial Party Committee issued Action Program No. 24-Ctr/TU, dated October 17, 2022, outlining four groups of objectives and five groups of specific tasks and solutions. In particular, the Provincial Party Committee directed the acceleration of Party member development, and many targets set for 2025 have already been achieved. The annual rate of new Party member recruitment during the 2020-2025 period reached over 1,000 members (achieving a rate of 3-4% per year).
According to Deputy Head of the Provincial Party Committee's Organization Department, Mac Quang Manh, achieving the target of recruiting 3-4% new party members per year is a very difficult task due to the dwindling pool of potential members, while the number of members needed continues to increase. Lai Chau has a large geographical area, fragmented terrain, and sparse population, which multiplies the difficulties. For ethnic minority areas, creating a pool of potential female party members remains challenging, especially in rural party branches.
This situation has many causes, such as: women not having adequate access to education , affecting their ability to meet the criteria for Party membership; young female members of youth organizations who meet the criteria often work far from home and rarely participate in local activities; ethnic minority women who do not work far from home marry early; and the community lacking sufficient understanding, empathy, and support for women participating in social work... To overcome these difficulties, Comrade Mac Quang Manh affirmed: "The Provincial Party Committee has clearly defined the spirit of 'only considering solutions, not counting difficulties,' and resolutely directed Party committees and organizations at all levels to develop implementation plans and strive to achieve the set targets."
Following the directives of the Lai Chau Provincial Party Committee, the Tam Duong District Party Committee has focused on the development of Party members in general and female Party members in particular. To date, the Tam Duong District Party Committee has 2,801 Party members, including 1,517 ethnic minority members and 980 female Party members. In Giang Ma commune, with a population of approximately 4,000, the level of education is uneven, the economy is primarily agricultural, and people face many difficulties in their lives. This is one of the obstacles to socio-economic development and Party building, as well as the development of new Party members in the locality. To develop Party members, the Giang Ma Commune Party Committee annually develops a plan for Party member development, with a focus on developing female Party members, rural areas, and Party branches with few members.
Regarding the specific approach, the commune Party Committee thoroughly implemented the Provincial Party Committee's directive, assigning targets for admitting new Party members to each grassroots Party branch. It directed the People's Committee and other organizations to focus on reviewing and creating a pool of potential members from the village level, including cadres, Youth Union members, women's association members, farmers' association members, militia forces, and especially ethnic minority women; and sent outstanding female Youth Union members to attend Party awareness training courses. From there, plans were developed to nurture and support these women so they could be admitted to the Party as soon as possible. Following this approach, despite many difficulties, the number of Party members in general, and female Party members in particular, in Giang Ma commune increased, ensuring both the quantitative target and contributing to improving the quality of local Party members. To date, the commune Party Committee has 158 Party members, including 59 female Party members.
Understand each facility, be familiar with each area.
Overcoming difficulties in the task of developing Party members, the Lai Chau Provincial Party Committee determined that it must grasp and understand each grassroots unit and locality to find appropriate solutions and overcome difficulties. Sharing more about this solution, Comrade Mac Quang Manh, Deputy Head of the Provincial Party Committee's Organization Department, said: Lai Chau's districts have large areas, with some communes located hundreds of kilometers from the center, making it challenging to open Party awareness training classes for the masses. Furthermore, for female citizens, especially married women, attending classes far away is even more difficult. Understanding and grasping these difficulties at the grassroots level, the Provincial Party Committee immediately implemented a solution: opening classes in clusters and communes, bringing lecturers from the political center to a specific commune, and then inviting citizens from surrounding communes to attend, creating convenience for students in remote and isolated areas with difficult transportation.

Alongside a thorough understanding of the local area and its characteristics, the direct involvement of village Party branches is crucial, especially the role of the village Party branch secretaries. Ban Hon commune (Tam Duong district) has eight villages, mainly inhabited by the Lu ethnic group – a very small ethnic group. The appearance of Ban Hon is changing every day; all villages have roads accessible by car, and the lives of the people are gradually improving. The Ban Hon commune Party Committee has 13 subordinate Party branches, including eight rural branches, with 197 Party members. From 2022 to the present, the Ban Hon commune Party Committee has admitted 23 new Party members, achieving a rate of 3.8%, fulfilling the set target. A very noteworthy point in the Party member development work of the Ban Hon commune Party Committee is that, for the first time, the Party Committee admitted five female ethnic minority Party members in the rural branches.
To achieve this encouraging result, the Party Committee and the Party Secretary of Ban Hon commune dedicated much effort and commitment. Nguyen Van Thuan, Party Secretary and Chairman of the People's Council of Ban Hon commune, recounted: “The biggest obstacle in recruiting female Party members is the deeply ingrained patriarchal ideology that limits women's participation in political and social activities. To recruit five female Party members, in rural Party branches, the Ban Hon commune Party Committee assigned Party members to diligently assist, persuade, and create opportunities for women to participate in social activities in their villages, giving them a chance to demonstrate their responsibility to the community. The process of persuasion was continuous, persistent, and unwavering, following the principle of 'slow and steady wins the race,' showing concern and sharing difficulties while simultaneously educating and guiding them to raise their awareness and voluntarily apply to join the Party.”
Sung Thi Chua has been the Party Branch Secretary of Ho Ta village (Ta Mung commune, Than Uyen district) since 2021, and also serves as the Head of the Women's Association. Becoming a Party member at the young age of 25, Chua is actively involved in village activities and has helped many other villagers to be admitted into the Party. The Ho Ta village Party Branch has three female members out of nine. Always concerned about and hoping to recruit more female Party members, Secretary Chua confided: “Recruiting female Party members in rural Party branches has long been a very difficult task due to gender stereotypes, especially the pressure from the husbands and in-laws of these women. Many women want to participate in social activities in the village and want to become Party members, but their husbands and in-laws do not allow it.”
According to Secretary Chua, the most practical and effective way to increase the number of female party members is to compile a list of people who wish to join the Party, focusing on women, regularly reviewing and persistently campaigning and propagating until the people and their families change their perceptions.
Recruiting and admitting female party members helps enhance the leadership role and voice of women in the community, and strengthens gender equality. The effective approach of Party committees at all levels in Lai Chau needs to be maintained and promoted, while also creating new solutions that are suitable to local realities, further developing the contingent of female party members in both quantity and quality.
