This was shared by Mr. Vu Manh Ha, Permanent Deputy Minister of Health , at the signing ceremony of the cooperation agreement between the National Center for Health Information and HealthAI regarding participation in the Global Regulatory Network (GRN) and the Community of Practice (CoP) in healthcare, organized by the National Center for Health Information, Ministry of Health, on October 24th in Hanoi.
Mr. Ha stated that, for Vietnam, digital transformation and mastering AI technology in healthcare is not only an urgent task but also a national strategic direction. The signed agreement is a concrete and vivid manifestation of the spirit of these resolutions – making Vietnam one of the pioneering countries in shaping the global AI healthcare governance framework.
The National Center for Health Information's official participation in GRN and CoP marks a significant step forward in Vietnam's journey to enhance digital health capabilities and promote the responsible application of AI in healthcare.
Mr. Do Truong Duy, Director of the National Center for Health Information, also stated that the application of AI in healthcare presents both opportunities and challenges in Vietnam. "Participating in the Global AI Governance Network in Healthcare affirms our commitment to promoting responsible AI, prioritizing safety, effectiveness, and equity."
"The center will continue to improve its capacity and solutions for technical implementation and practice, and promote an innovation ecosystem for patients and the Vietnamese healthcare system," Mr. Duy said.
According to Mr. Ha, to accomplish this task, the National Center for Health Information will focus on establishing an interdisciplinary technical working group in the coming period, coordinating regularly with specialized departments/bureaus. It will also develop a framework for assessment procedures, risk management, and post-deployment monitoring of AI in healthcare, harmonizing international standards while complying with Vietnamese law.
The pilot program will be implemented for 12-18 months in a number of hospitals and primary care facilities; results will be reported periodically on a quarterly and annual basis. Simultaneously, a transparent evaluation and monitoring mechanism (KPIs) will be established to protect patient privacy and personal data. Furthermore, it is possible to develop an AI system suitable for Vietnamese healthcare.

Dr. Ricardo Baptista Leite, CEO of HealthAI, shared that HealthAI is an international non-profit organization based in Geneva, Switzerland, that acts as a deployment partner for governments and multilateral organizations to enhance the capacity of national and regional regulatory bodies in managing AI solutions in healthcare.
Currently, this network includes pioneering countries such as the UK, Singapore, India, and now Vietnam, aiming to build a transparent, ethical, and trustworthy AI platform for healthcare.
Within the framework of cooperation, the National Center for Health Information also promotes the connection of domestic businesses to participate in GRN and CoP to jointly research, test, and integrate AI solutions for management, operation, care, and disease prevention.
This public-private partnership model contributes to building a healthcare AI ecosystem that adheres to global standards, creating more opportunities for "Make in Vietnam" products to access international markets.
