The council members unanimously agreed to recommend the recognition of 19 communes as meeting the standards of New Rural Area, Advanced New Rural Area, and Model New Rural Area.
Overview of the conference.
On the morning of January 2nd, under the chairmanship of Comrade Le Duc Giang, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, the Thanh Hoa Provincial Council for evaluating communes achieving new rural standards, advanced new rural standards, and model new rural standards held a conference to evaluate communes achieving new rural standards, advanced new rural standards, and model new rural standards in 2024.
Attending the conference were Comrade Pham Thi Thanh Thuy, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Department, and Chairman of the Provincial Fatherland Front Committee; and leaders of relevant departments, agencies, and units who are members of the Council for evaluating communes achieving New Rural Area standards, advanced New Rural Area standards, and model New Rural Area standards in Thanh Hoa province.
The Deputy Head of the Provincial Rural Development Program Coordination Office reported on the results of the assessment of dossiers and the level of achievement of criteria for new rural communes, advanced new rural communes, and model new rural communes.
According to the assessment report on the dossiers and the level of achievement of criteria for New Rural Communes, Advanced New Rural Communes, and Model New Rural Communes, this round includes 19 communes in 11 districts: Cam Thuy, Thuong Xuan, Ba Thuoc, Nhu Thanh, Nhu Xuan, Muong Lat, Hoang Hoa, Dong Son (now Thanh Hoa City), Quang Xuong, Tho Xuan, and Thieu Hoa. To date, the communes applying for New Rural Commune, Advanced New Rural Commune, and Model New Rural Commune status have met the conditions to be submitted to the Council for voting and consideration for recognition as New Rural Communes and Advanced New Rural Communes.

At the conference, the members of the Appraisal Council reviewed the dossiers, assessed the strengths and weaknesses, and identified areas for improvement for each criterion. Simultaneously, 100% of the council members unanimously recommended that 7 communes be recognized as achieving New Rural Area standards: Cam Long (Cam Thuy); Xuan Cao (Thuong Xuan); Ban Cong, Ai Thuong (Ba Thuoc); Thanh Tan (Nhu Thanh); Binh Luong (Nhu Xuan); Muong Chanh (Muong Lat). Six communes were recommended for advanced New Rural Area standards: Hoang Dat, Hoang Luu (Hoang Hoa); Dong Yen (formerly Dong Son, now Thanh Hoa City); Tan Chau, Thieu Quang, Thieu Toan (Thieu Hoa). Six communes were recommended for model New Rural Area standards: Hoang Chau, Hoang Quy (Hoang Hoa); Quang Truong (Quang Xuong); Dong Phu (formerly Dong Son, now Thanh Hoa City); Tay Ho (Tho Xuan); Thieu Long (Thieu Hoa).

Concluding the conference, Vice Chairman of the Provincial People's Committee Le Duc Giang acknowledged the efforts of the Office for Coordinating the New Rural Development Program and the coordination with departments and agencies in evaluating and selecting communes, preparing dossiers to propose recognition as New Rural Development, Advanced New Rural Development, and Model New Rural Development; he also highly appreciated the efforts and coordination of localities and sectors in implementing the New Rural Development plan in the past period. In particular, communes in mountainous areas, especially Muong Chanh commune (Muong Lat district) and Thanh Tan commune (Nhu Thanh district), have made significant efforts in fulfilling the New Rural Development criteria.
The Vice Chairman of the Provincial People's Committee affirmed that the efforts of the communes, especially Muong Chanh commune (Muong Lat district), in implementing the New Rural Area criteria have contributed to eliminating the "blank spot" of New Rural Area communes in Muong Lat district, bringing the New Rural Area construction to all districts in the province.
The Vice Chairman of the Provincial People's Committee requested that the members of the Appraisal Council pay more attention to the implementation of New Rural Area criteria in localities and model projects during the guidance process. At the same time, the Vice Chairman of the Provincial People's Committee requested that the New Rural Area Coordination Office, in guiding communes in building model New Rural Areas, focus on outstanding criteria related to production, education , culture, and tourism.
In addition, some localities, such as Nghi Son town, have not made sufficient efforts in implementing the New Rural Development program. Therefore, a specific meeting with these localities is needed to identify New Rural Development as a key task and to accelerate its implementation in the coming period.
The Vice Chairman of the Provincial People's Committee instructed the Office for Coordinating the New Rural Development Program to urgently coordinate with localities to complete the dossiers for submission to the Chairman of the Provincial People's Committee for recognition of communes that have met the criteria for new rural development and advanced new rural development in this phase.
