Late in the morning of March 26th, the reporter visited the Vietnam Petrochemical and Fiber Corporation (PVTEX), a subsidiary of the Vietnam Oil and Gas Group, located in the Dinh Vu Industrial Park in Hai An District, Hai Phong City, and found the place deserted. A security guard from a neighboring unit said that in recent years, they have only occasionally seen vehicles entering and leaving.
The social housing project for PXTEX's employees and workers, located about 4 km away in Dong Hai 2 ward, Hai An district, Hai Phong city, is in the same situation.

PVTEX was established based on an investment cooperation agreement for the construction of the Dinh Vu Polyester Fiber Production Plant between the Vietnam Oil and Gas Group and the Vietnam Textile and Garment Group.
Arising from the need for housing for employees when the factory became operational, on August 12, 2009, the Board of Directors of PVTEX issued a resolution approving the investment and construction of a housing complex for PVTEX employees. The project has a total investment of nearly 320 billion VND, of which phase 1 is over 100 billion VND.
The project's funding comes from PVTEX and loans from the Vietnam Oil and Gas Group. PVTEX awarded the contract to Kinh Bac Oil and Gas Investment and Construction Joint Stock Company. The project is located on a plot of land nearly 8 hectares in size and commenced construction in 2010.
In 2017, the Investigation Police Department of the Ministry of Public Security issued Decision No. 32/C46 to initiate a criminal case for "Intentionally violating state regulations on economic management causing serious consequences" under Article 165 of the Penal Code, which occurred at PVTex and Kinh Bac Oil and Gas Investment and Construction Joint Stock Company (PVC.KBC) and related units.
Subsequently, a number of PVTEX leaders were prosecuted by the Supreme People's Procuratorate for the crime of "Intentionally violating State regulations on economic management causing serious consequences" as stipulated in Clause 3, Article 165 of the Penal Code, for violations related to signing the resolution approving the investment and construction plan for this project.

According to the indictment of the Supreme People's Procuratorate, during the implementation of the housing project for PVTEX employees, defendants Tran Trung Chi Hieu - former Chairman of the Board of Directors of PVTEX Company and Vu Dinh Duy - former General Director of PVTEX, decided to select and sign contracts with contractors lacking the necessary capacity and experience; arbitrarily changed the design and organized construction work contrary to the project's initial design and approval documents and the approval of the Hai Phong City People's Committee.
In the process of advancing and using advance payments, the individuals involved intentionally violated the regulations stipulated in Clause 6, Article 17 of Government Decree 48/ND-CP on construction contracts, resulting in losses to the State exceeding 19 billion VND.
Five years before the Investigation Police Department of the Ministry of Public Security initiated the case, in 2012, the housing project for PVTEX officials and workers was suspended during phase 1 and has been "shelved" ever since.
After more than 12 years, the four four-story buildings, which were basically completed, have now deteriorated, with moss covering the white paint. Weeds grow all around. Many auxiliary facilities, including the garage and power station, are also in a state of disrepair.
Currently, PVTEX employs a security company to guard the project. This company assigns four security guards to watch over the site day and night, preventing unauthorized access.

Currently, Hai Phong City is calling for and encouraging investment in social housing projects to fulfill the target set by the Prime Minister under the Investment and Construction Plan to build at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021 - 2030 (33,500 units).
Faced with the reality that the PVTEX housing project for employees and workers is abandoned, dilapidated, and wasteful, many people in Hai Phong City are deeply saddened. They express their hope that PVTEX will soon complete the project or transfer it to another unit to complete it, meeting the social housing needs of workers in the Dinh Vu Industrial Park .
